>H-Zone Parking deck in Valley’s future ?

The H Zone Ordinance is posted on the the Village website. The ordinance states the following:

“Maximum number of parking spaces: 2,000 spaces within the H zone district.” How many parking spaces does Valley have today?

The ordinance state that parking decks can be 45 feet above grade. I assume that means a 4 level parking garage. Is a 4 level parking garage in Valley’s plan?

The ordinance also states that “the intent of the following requirements is to limit the intensity of use of within the H zone district to approximately the same level of intensity that existed in 2010.”

Why 2010 levels? Intensity of use has already increased since PV Hospital closed. How will the Village ensure that intensity of use is not increased beyond 2010 levels
