Saddle Brook NJ, Bergen County Prosecutor Gurbir S. Grewal announced the arrest of KRISTEN AQUINO (DOB: 8-23-1977; single; and self-employed) of Saddle Brook, New Jersey on a charge of Witness Tampering. The arrest came about as the result of a joint investigation conducted by members of the Bergen County Prosecutor’s Office Special Victims Unit, under the direction of Chief Robert Anzilotti and the Saddle Brook Police Department under the direction of Chief Robert Kugler.

On Monday, January 8, 2018, the Bergen County Prosecutor’s Office received information that two victims of a sexual assault investigation were being coerced to recant allegations previously made to law enforcement officers. As a result of the information received, the Bergen County Prosecutor’s Office Special Victims Unit and the Saddle Brook Police Department initiated an investigation during which several individuals were interviewed regarding possible witness tampering.

As a result of the investigation, Kristen AQUINO was arrested and charged with one count of Witness Tampering, N.J.S.A. 2C:28-5a.(1), a 3rd degree crime. After being processed for arrest, AQUINO was released pending a first appearance at the Bergen County Central Judicial Processing Court on Wednesday, January 31, 2018 at 8:30 a.m.

Prosecutor Grewal states that this charge is merely an accusation and that the defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt and would like to thank the Saddle Brook Police Department for their assistance in this investigation.

Bergen County Prosecutor’s Office Expands Community Affairs Unit

Hackensack NJ, Bergen County Prosecutor Gurbir S. Grewal announces the expansion of the Bergen County Prosecutor’s Office’s (“BCPO”) Community Affairs Unit (“CAU”) and the designation of a new press contact. Prosecutor Grewal created the CAU in June 2017 with a mission to strengthen the relationship between law enforcement and the community, increase public safety, and deter crime through developing programs that increase community engagement, build public trust, and promote transparency. These programs include a two-week Youth Police Academy which is run in cooperation with the Bergen County Sheriff’s Office, multi-disciplinary conferences, a quarterly Community/Clergy Academy, and partnerships with local and county law enforcement agencies and non-profit organizations. The CAU also supports and promotes local law enforcement community programs, education initiatives, and day-to-day operations through social media and public promotion.

This model has proven successful, and the BCPO is committed to prioritizing positive relations between law enforcement and the community. Under the direction of Assistant Prosecutor (“AP”) Section Chief Elizabeth Rebein and Lieutenant Jeff Angermeyer, six administrative, creative, and Detective personnel have been assigned to staff the Unit. Along with the expansion of the Unit, Prosecutor Grewal has restructured certain duties, including AP Rebein as the point of contact for all media inquiries.

The BCPO’s community initiatives and programs will appear on the BCPO social media accounts, namely Facebook, Twitter, and Instagram under the username @BCPONJ. Additionally, many events will be live-streamed using these social media platforms to broadcast segments online, as they happen, where they happen.

ARRESTS MADE OF A MEMBER OF A BERGEN COUNTY CHECK FRAUD AND IDENTITY THEFT RING

Hackensack NJ, Bergen County Prosecutor Gurbir S. Grewal announced the arrest of KWANELLE PARKER (DOB: 09/11/1991; single; unemployed) of 644 Coster Street, Bronx, New York on Check Fraud, Theft by Deception, and Conspiracy charges. Specifically, PARKER was issued a summons on Thursday, December 21, 2017. The arrest is the result of an investigation conducted by members of the Bergen County Prosecutor’s Office Financial Crimes Unit under the direction of Chief Robert Anzilotti,
In August 2017, the Bergen County Prosecutor’s Office received a complaint from the County of Bergen’s financial officers regarding the fraudulent production and deposit of checks which were made to appear as if they were issued from a Bergen County payroll account. Along with the checks, it was determined that illicit wire activity had also occurred, which brought the total theft amount to over $50,000.00.

During the course of the investigation, it was determined that Kwanelle PARKER had worked in concert with Daleska DILLERVA, Anthony PEGUERO, and others to deposit the fraudulent checks into co-conspirators’ accounts and then withdraw the illicit funds before the forgeries and deception were uncovered. The arrest of PARKER is the result of an ongoing investigation during which DILLERVA and PEGUERO had been arrested and charged on September 19, 2017.

Kwanelle PARKER was charged with one count of Issuing or Passing Bad Checks, with a value greater than $1,000 but less than $75,000, in violation of N.J.S.A. 2C:21-5, a 3rd degree crime; one count of Theft by Deception, with a benefit greater than $500 but less than $75,000, in violation of N.J.S.A. 2C:20-4a, a 3rd degree crime, and two counts of Conspiring with Daleska DILLERVA and Anthony PEGUERO to Commit the Issuing or Passing of Bad Checks and Theft by Deception, each a 3rd degree crime. PARKER is scheduled to appear in Central Judicial Processing Court at 9:00 a.m. on January 10, 2018.

Prosecutor Grewal states that these charges are merely accusations and that the defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt.

Bergen County Prosecutor announced the arrest of Staten Island Man for violation of New Jersey Civil Service and employment regulations and 343 EZ-Pass violations

Paramus NJ, Bergen County Prosecutor Gurbir S. Grewal announced the arrest of ANTHONY B. SAVINO (DOB: 03/29/1965; married; and employed as an attendant) of 62 Newton Street, Staten Island, New York on fraud charges. The arrest is the result of an investigation conducted by members of the Bergen County Prosecutor’s Office Financial Crimes Unit under the direction of Chief Robert Anzilotti.

In October 2017, the Bergen County Prosecutor’s Office received a complaint from representatives of the Bergen County Utilities Authority regarding an employee, Anthony B. SAVINO, who they believed had violated New Jersey Civil Service and employment regulations by obtaining employment with a public entity using a fraudulent New Jersey residential address.

During the course of the investigation, it was determined that, in 2013, SAVINO obtained a New Jersey driver’s license using a fraudulently obtained mailing address in Bergen County, New Jersey even though, at the time, he resided in Staten Island, New York. Using the New Jersey driver’s license as proof of residence, SAVINO applied for and obtained employment with the Bergen County Utilities Authority (“BCUA”). At the time of his application, employment at the public entity required applicants and non-exempt employees to maintain their primary residence in New Jersey as per the residency requirements of the New Jersey First Act. SAVINO maintained the fraudulently obtained address while employed at the BCUA and, in fact, changed his residency to a second, fraudulently obtained address in November 2017. Upon receiving a position with the BCUA, SAVINO applied for and obtained health insurance benefits by completing an insurance application on which he reported the fraudulent information.

On Friday, December 22, 2017, Anthony B. SAVINO was arrested in Paramus, New Jersey and issued a summons. Upon his release from the Bergen County Prosecutor’s Office, SAVINO was turned over to the Port Authority Police Department on an unrelated matter. He was wanted by the Port Authority Police Department in reference to a theft of services investigation which was initiated as a result of 343 EZ-Pass violations committed utilizing an EZ-Pass account and vehicles to which he had access.

Anthony B. SAVINO was charged by the Bergen County Prosecutor’s Office with one count of Insurance Fraud, N.J.S.A. 2C:21-4.6(a), a 3rd degree crime; and one count of Falsifying Records, N.J.S.A. 2C:21-4(a), a 4th degree crime. SAVINO was released pending his first appearance in Bergen County Central Judicial Processing Court on January 10, 2018 at 8:30 a.m.

SAVINO was charged by the Port Authority Police Department and issued a summons for one count of Theft of Services, in an amount greater than $500 but less than $75,000, N.J.S.A. 2C:20-8(a), a 3rd degree crime. SAVINO was released pending his first appearance in Bergen County Central Judicial Processing Court on January 5, 2018 at 8:30 a.m.

DUMONT MAILMAN CHARGED WITH THEFT BY DECEPTION AND FORGERY

Dumont NJ, Bergen County Prosecutor Gurbir S. Grewal announced the arrest of HECTOR O. TEJADA (DOB: 01/05/1967; married; a US Postal Service employee) of 518 New York Avenue, Union City, New Jersey on Theft by Deception and Forgery charges. The arrest is result of an investigation conducted by members of the Bergen County Prosecutor’s Office (“BCPO”) Financial Crimes Unit under the direction of Chief Robert Anzilotti, the Allendale Police Department under the direction of Chief George Scherb and the United States Postal Service Office of the Inspector General (“OIG”).

In September 2017, a resident of Allendale responded to the Allendale Police Department to complain that a New Jersey State issued check that was to be delivered to the resident’s home had been stolen. During the course of a cooperative investigation conducted by members of the BCPO Financial Crimes Unit and the Allendale Police Department with the assistance of agents of the United States Postal Service Office of the Inspector General, it was determined that Hector O. TEJADA, a United States Postal Service mail carrier stationed out of the U.S. Post Office in Dumont, New Jersey, had stolen the check and had negotiated it through his personal bank account. An investigation of Mr. TEJADA’s activities revealed that between March 2017 and October 2017, he had stolen, from his mail route, approximately nine checks worth in excess of $8,000.00. After stealing the checks, Mr. TEJADA forged the names of the victims (check receivers) on the back of each check and deposited them into his personal checking account through the use of automated teller machines and cellular telephone, electronic deposits.

On December 11, 2017, Mr. TEJADA was arrested in Dumont, New Jersey by members of the BCPO Financial Crimes Unit, the Allendale and Dumont Police Departments, and U.S. Postal OIG agents.

Hector O. TEJADA was charged with one count of violating N.J.S.A. 2C:20-4A, Theft by Deception, a 3rd degree crime and one count of violating N.J.S.A. 2C:21-1A(2), Forgery, a 3rd degree crime. Mr. TEJADA was issued a summons and released pending his first appearance in Bergen County Central Judicial Processing Court at 9:00 a.m. on December 27, 2017.

This is an ongoing investigation and members of the public, particularly in the Dumont area, who suspect they may have been the victim of mail theft are encouraged to contact the Bergen County Prosecutor’s Office at 1-201-226-5532 or the United States Postal Service Office of the Inspector General at 1-888-877-7644.

Overprescribing of opioids causing unintentional overdoses and early death:

91 Americans die each day from an opioid overdose.
US providers wrote nearly 250,000,000 million opioid prescriptions in 2013—enough for every adult to have their own bottle of pills.
The majority of drug overdose deaths (more 60%) involve an opioid. Since 1999, the number of overdose deaths involving opioids (including prescription opioids and heroin) quadrupled.
From 2000 to 2015, 500,000+ people died from drug overdoses.
Prescription opioids are used to treat moderate-to-severe pain; in recent years, their use has increased dramatically, despite serious risks and lack of evidence of their long-term effectiveness.

You’ll see remarks from County Prosecutor Gurbir S. Grewal and two survivors of opioid addiction …a recovering addict and his mother. Prosecutor Grewal provided detailed remarks and information about the heroin crisis in Bergen County to citizens from Glen Rock who assembled at the town hall last week.

From the distribution of this dangerous narcotic, to warning signs, and to the county’s unique plan of prevention, enforcement, and treatment, Prosecutor Grewal left attendees with lots of food for thought.

HAWTHORNE MAN, CHARGED WITH STALKING, CONTEMPT, AND HARASSMENT

Glen Rock NJ, Bergen County Prosecutor Gurbir S. Grewal announced the arrest of CHRISTOPHER J. GREIG (DOB: 4/20/82; single; and employed as a dishwasher) of 26 Parker Avenue, Hawthorne, New Jersey on charges of Stalking, Contempt of Stalking Restraining Order, and Harassment. The arrest is the result of an investigation conducted by members of the Bergen County Prosecutor’s Office Cyber Crimes Unit under the direction of Chief Robert Anzilotti.

On September 12, 2017, the Bergen County Prosecutor’s Office Cyber Crimes Unit was informed that a victim received numerous anonymous, alarming phone calls, which contained no caller ID information. The investigation revealed that Christopher J. GREIG utilized technology to block his caller ID information while placing these calls to the victim.

As a result of the investigation, Christopher J. GREIG was arrested on November 30, 2017 in Glen Rock, New Jersey and charged with one count of Stalking, N.J.S.A. 2C:12-10C, a third degree crime; one count of Contempt of a Stalking Restraining Order, N.J.S.A. 2C:29-9B(1), a fourth degree crime; and one count one of Harassment, N.J.S.A. 2C:33-4A, a disorderly persons offense. GREIG was remanded to the Bergen County Jail pending his arraignment, and is scheduled for a first appearance at Bergen County Central Judicial Processing Court on December 20, 2017, at 8:30 a.m.

Bergen County Prosecutor : RISE IN THEFT OF HIGH END MOTOR VEHICLES

Ridgewood NJ, Bergen County Prosecutor Gurbir S. Grewal is issuing a public advisory for county residents. During the past month, there has been a rise in motor vehicle thefts occurring in the overnight hours throughout Bergen County. Residents are advised to be aware of subjects entering their driveways for the purpose of stealing motor vehicles. Local police departments are aware of the crime spree and are actively investigating.

During this crime spree, actors looking to steal vehicles check door handles to determine if a vehicle is unlocked. If the keys are left in the unlocked vehicle, the actor(s) simply enter the vehicle, start the vehicle, and drive away.

If the vehicle is unlocked and no keys are left in the vehicle, actor(s) remove valuable items left in the vehicle by the victim, and then target the next available home.

On two occasions, multiple vehicles have been stolen from the same home. During the last month, there have been 30 incidents in 19 Bergen County towns.

To reduce your risk of becoming a victim, residents should do the following:

1. NOT LEAVE KEYS, or REMOTE KEY FOBS in an unattended VEHICLE.

2. Lock your vehicles.

3. Do not leave any valuable items in plain view inside your vehicle.

If there are any suspicious individuals lurking around a driveway at any time during the day or night, residents should immediately contact your local police department.

BERGEN COUNTY SWAT TEAM INTRODUCES TWO QUICK-RESPONSE PATROL UNITS

Paramus NJ, Bergen County Prosecutor Gurbir S. Grewal and Bergen County Sheriff Michael Saudino jointly announced today the launch of a new law enforcement initiative designed to promote both public and law enforcement safety across Bergen County. Beginning Wednesday, November 1, 2017, the Bergen County Regional SWAT Team (“RST”), which is overseen by both the Prosecutor and Sheriff, will deploy two patrol units County-wide, which will allow highly trained and specially equipped RST officers to respond more quickly to critical incidents.

The new patrol units will be staffed by officers from the RST, which is comprised of approximately 55 law enforcement officers from the Prosecutor’s Office, the Sheriff’s Department, and 24 Bergen County municipal police departments. The units will be on scheduled patrol across Bergen County for 12 hours a day, Monday through Saturday. They will primarily provide back-up and support services to municipal officers responding to dangerous calls for service, such as domestic violence calls, shots-fired calls, crimes in progress, or high-risk motor vehicle stops. In addition, the new units will support traditional RST calls for service, including active shooter, barricaded subject, or hostage situations. Because they will already be on the road, they will be able to respond more quickly to such calls and in some cases, avoid a full RST deployment when the quick-response unit alone is sufficient.

In addition to acting as a back-up response asset to Bergen County’s many municipal police agencies, the quick-response units will be conducting routine critical infrastructure patrols. On a daily basis, the RST officers will be checking schools, hotels, office and government buildings, as well as other buildings and areas of critical infrastructure as identified by municipal police agencies and the Bergen County Prosecutor’s Office’s Intelligence and Counter-Terrorism Units.

According to a 2016 study released by the United States Department of Justice’s Office of Community Oriented Policing, 34% of police officers killed between 2010 and 2014 were alone without back-up when they were killed.1 According to the same study, during more than one in five (or 22%) of these instances, the slain police officers were responding to a routine call regarding domestic violence. Additionally, in all but one case, the responding officers were shot to death. The report concluded that the “necessity of having three or more officers at a domestic situation to adequately separate parties, monitor family members and, if necessary, physically restrain and arrest a suspect, is apparent.

“The goal here is to have these new units serve as a force multiplier for our local departments to ensure officer safety when responding to dangerous calls for service,” said Prosecutor Grewal. “Such a response will be of particular benefit to our smaller, as well as our busier departments, both of which sometimes have fewer officers to respond to potentially dangerous calls for service,” added Prosecutor Grewal.

Additionally, some calls for service in Bergen County, like active shooter or hostage situations, require a tactical RST response and time is of the essence during such calls. “Experience shows that a direct and immediate response by multiple, tactically trained and equipped officers greatly increases the safety of civilians, including suspects, and officers,” stated Sheriff Saudino. “These mobile units will provide for a quicker response by RST officers and are another example of how we are proactive here in Bergen County,” he added.

Both of the new RST units were purchased and equipped jointly by the Prosecutor and Sheriff using criminal forfeiture funds and at no expense to taxpayers, and will be staffed on a rotating schedule by RST members.

PARAMUS MAN CHARGED WITH THE MURDER OF HIS MOTHER

Paramus NJ, Bergen County Prosecutor Gurbir S. Grewal announced charges of Murder, Desecration of Human Remains, Hindering Apprehension and Possession of a Weapon for an Unlawful Purpose against JESUS LOPEZ (DOB: 08/19/1987) of 44 Spring Valley Road, Paramus, New Jersey, in connection with the death of his mother, 56-year-old Susana Lopez (DOB: 1/10/1961) of Paramus.

On October 24, 2017, Paramus Police were requested to conduct a welfare check at 44 Spring Valley Road in Paramus where Jesus LOPEZ resided with his mother Susana Lopez. After making contact with Jesus LOPEZ who was inside the home, further investigation revealed that he had murdered his mother days earlier, and that her remains were on the property. Police subsequently located her remains in a detached garage adjacent to the residence.

Following an investigation by the Bergen County Prosecutor’s Office Major Crimes Unit and the Paramus Police Department, Jesus LOPEZ was arrested for the murder of Susana Lopez and was brought to the Bergen County Prosecutor’s Office for processing.

Jesus LOPEZ is charged with the following offenses: Murder in violation of N.J.S.A. 2C:11-3a(1),(2), a crime of the 1st Degree; Desecration of Human Remains in violation of N.J.S.A. 2C:22-1A(1), a crime of the 2nd Degree; Possession of a Weapon for an Unlawful Purpose in violation of a crime of the 3rd Degree; and Hindering Apprehension in violation of N.J.S.A 2C:29-3B(1), a crime of the 3rd Degree. He is presently in the custody of the Bergen County Sheriff pending his first appearance, which will be set by the Superio Court.

Bergen Prosecutor Announces Arrest of Fair Lawn Knights of Columbus Bomber

Fair Lawn NJ,Bergen County Prosecutor Gurbir S. Grewal announced the arrest of KENNETH SMITH (DOB: 6/6/1971; single; and employed as a trucking company dispatcher) of Paterson, New Jersey on charges of Aggravated Arson and Possession of a Prohibited Weapon. The arrest is the result of a joint investigation conducted by members of the
Bergen County Prosecutor’s Office under the direction of Chief Robert Anzilotti and the Fair Lawn Police Department under the direction of Chief Glenn Cauwels.

On June 27, 2017, the Fair Lawn Police Department received a 9-1-1 call reporting a fire at the Knights of Columbus located at 16-16 Maple Avenue, Fair Lawn, N.J. The
subsequent investigation revealed an unknown male threw a Molotov cocktail type device through the front window of the building. Responding police and fire units found the front office area engulfed in flames. The fire was contained to the front office area and did not spread into the remainder of the structure.

As a result of the investigation, Kenneth SMITH was arrested on Friday, October 13, 2017 in Paterson, New Jersey and charged with one count of Aggravated Arson, N.J.S.A.
2C:17-2a, a 2nd degree crime; and Possession of a Prohibited Weapon, N.J.S.A. 2C:39-3, a 3rd degree crime. After being processed, Kenneth SMITH was remanded to the Bergen
County Jail pending a first appearance at the Bergen County Central Judicial Court on Monday, October 16, 2017 at 1:00 p.m.

Fatal Paramus Fire Caused by Faulty Electrical Outlet Strip

Paramus NJ, Bergen County Prosecutor Gurbir S. Grewal announced the investigation of a fatal house fire occurring today at 49 Forest Avenue in Paramus, New Jersey. The investigation was conducted jointly by the Bergen County Prosecutor’s Office Arson Squad and Arson Task Force under the direction of Chief Robert Anzilotti, the Paramus Police Department under the direction of Chief Kenneth Ehrenberg, and the Bergen County Sheriff’s Department, Bureau of Criminal Investigation under the direction of Sheriff Michael Saudino.

At approximately 6:30a.m., the Paramus Police Department received a call from a second floor resident of 49 Forest Avenue, reporting a fire in the first floor apartment within the house. Family members living on the second floor were able to flee the burning structure. Paramus Police quickly arrived to find a heavy smoke and fire condition within the small first floor apartment. The Paramus Fire Department arrived to combat the fire and located a deceased victim inside the apartment. The victim was later identified as David F. WARDE Jr. (DOB: 6/1/1940). Mr. Warde was single and unemployed and was the lone resident of the apartment.

During the subsequent investigation, it was determined that the fire was caused by a faulty electrical outlet strip located in a living room area of the apartment. The residence remains uninhabitable at this time.

Bergen County Prosecutor Tells Mahwah it is a “No Go ” on Hasidic family Ban in Township Parks

Mahwah NJ, Bergen County Prosecutor Gurbir S. Grewal  issued a warning to the Township of Mahwah over the enforcement of Township Ordinernce 1806 limiting access to Mahwah’s recreational facilities .

Yesterday ,Grewal sent a strongly worded letter to Mahwah Township Police Chief James N. Batelli, directing him not to enforce Mahwah Township Ordinance No. 1806. Copies of the letter were also delivered to Mahwah Mayor William Laforet, members of the Mahwah Township Council, and the Mahwah Township Attorney.

In the Letter Grewal spelled out problems he had with the ordinance   including  saying , enforcement raises serious legal issues such as “racially influenced policing  ” and  “violations of individual  constitutional rights”.

The Township of Mahwah had passed the ordinance, which took effect Thursday hopping it would provide protection against what residents have called an organized incursion from Rockland County of Hasidic families who’ve recently swarmed parks in Mahwah, Montvale, Ramsey and Upper Saddle River by the busload.

Bergen County Prosecutor Releases Identities of Deceased in Hackensack Murder/Suicide

Hackensack NJ, Bergen County Prosecutor Gurbir S. Grewal announced today the identities of two deceased males discovered on Sunday, June 4, 2017 at 5 Linden Street, Hackensack, NJ. The investigation was conducted by members of the Hackensack Police Department under the direction of Officer in Charge Captain Francesco Aquila, the Bergen County Prosecutor’s Office Major Crimes Unit under the direction of Chief Robert Anzilotti and the Bergen County Sheriff’s Department under the direction of Sheriff Michael Saudino.

At approximately 9:17 AM on June 4, 2017, the Hackensack Police Department received a 9-1-1 call reporting gunshots and a man down in the lobby area of 5 Linden Street. Police officers arrived and located the body of JAMES BELLAMY (DOB: 9/6/50) next to the building’s elevator. Bellamy had been shot multiple times and was declared deceased at the scene. A building resident directed officers to the rear parking lot of the building and the path taken by the alleged gunman, later identified as ARTHUR HILLMAN (DOB: 9/20/53). The officers located HILLMAN’S deceased body in a 2011 Honda Civic in the rear parking lot; he was the victim of a single, self-inflicted gunshot wound and was found to be in possession of a loaded .40 caliber semi-automatic handgun, which is believed to be the weapon used in the murder/suicide. Detectives also located a loaded .38 caliber weapon on Hillman’s body. The investigation revealed that no one else was involved in this incident.

Subsequent investigation revealed that both men were residents of 5 Linden Street. Bellamy resided in Apartment 4J and Hillman resided in Apartment 3J. Hillman had made repeated complaints to the Hackensack Police Department regarding the noise emanating from Bellamy’s upstairs apartment.
