Obamacare architect Jonathan Gruber said that lack of transparency was a major part of getting Obamacare passed because “the stupidity of the American voter” would have killed the law if more people knew what was in it.

Gruber, the MIT professor who served as a technical consultant to the Obama administration during Obamacare’s design, also made clear during a panel quietly captured on video that the individual mandate, which was only upheld by the Supreme Court because it was a tax, was not actually a tax.

“This bill was written in a tortured way to make sure CBO did not score the mandate as taxes. If CBO scored the mandate as taxes, the bill dies. Okay, so it’s written to do that. In terms of risk rated subsidies, if you had a law which said that healthy people are going to pay in – you made explicit healthy people pay in and sick people get money, it would not have passed… Lack of transparency is a huge political advantage. And basically, call it the stupidity of the American voter or whatever, but basically that was really really critical for the thing to pass… Look, I wish Mark was right that we could make it all transparent, but I’d rather have this law than not.”

President Obama is determined that women should not stay at home to raise their children.

Speaking at a Rhode Island campaign rally, Obama was talking about daycare and preschool when he said women should not make the choice to “stay home with the kids.”

“Sometimes, someone, usually mom, leaves the workplace to stay home with the kids, which then leaves her earning a lower wage for the rest of her life as a result. And that’s not a choice we want Americans to make,” he said.

On eve of election, Obama’s image matches all time low

Voters will not see “Barack Obama” on the ballot on Tuesday, and the president might count himself lucky. A record low 44 percent of Americans report a favorable impression of him in a new Washington Post-ABC News poll.

President Obama’s image is considerably weaker than during the past two election cycles, along of course with his job approval ratings. Half the public now see Obama unfavorably, two points shy of his record high from last November amid the botched Healthcare.gov rollout. Today’s six-point unfavorable-favorable margin matches the worst since Obama rose to the national stage.

Tuesday’s electorate is likely to be even less fond of the president: 53 percent of likely voters see Obama unfavorably, while 43 percent give him favorable marks. The poll finds those with strongly held views of Obama are most likely to turn out to vote. Strongly unfavorable ratings for Obama outnumber strongly favorable by 36 percent to 24 percent. Roughly three-quarters of those who have strong impressions of the president — positive or negative — say they are certain to vote, compared with half of those who have “somewhat” favorable or unfavorable views of the president.

Some doctors wary of taking insurance exchange patients

Now that many people finally have health insurance through the Affordable Care Act exchanges, some are running into a new problem: They can’t find a doctor who will take them as patients.

Because these exchange plans often have lower reimbursement rates, some doctors are limiting how many new patients they take with these policies, physician groups and other experts say.

“The exchanges have become very much like Medicaid,” says Andrew Kleinman, a plastic surgeon and president of the Medical Society of the State of New York. “Physicians who are in solo practices have to be careful to not take too many patients reimbursed at lower rates or they’re not going to be in business very long.”

Kleinman says his members complain rates can be 50% lower than commercial plans. Cigna and Aetna, however, say they pay doctors the same whether the plan is sold on an ACA network or not. United Healthcare spokeswoman Tracey Lempner says it’s up to their physicians whether they want to be in the exchange plan networks, which have “rates that are above Medicaid.” Medicaid rates are typically below those for Medicare, which in turn are generally lower than commercial insurance plans.To prevent discrimination against ACA policyholders, some insurance contracts require doctors to accept their exchange-plan patients along with those on commercial plans unless the doctors’ practices are so full they simply can’t treat any more people. But lower reimbursement rates make some physicians reluctant to sign on to some of these plans or accept too many of the patients once they are in the plans.

The Post reports: “For the second time in a year, the Obama administration is giving certain employers extra time before they must offer health insurance to almost all their full-time workers. Under new rules announced Monday by Treasury Department officials, employers with 50 to 99 workers will be given until 2016 – two years longer than originally envisioned under the Affordable Care Act – before they risk a federal penalty for not complying.”

For larger companies it is even worse: “Instead of being required in 2015 to offer coverage to 95 percent of full-time workers, these bigger employers can avoid a fine by offering insurance to 70 percent of them next year.”

Except for the die-hard Obama spinners, there was widespread recognition that this is another Hail Mary as the clock runs down to the November elections.
