Paramus Planning Board Application for Costco to Take the Old Kmart Space on Route 17 Postponed till July

Paramus NJ,  the Paramus Planning Board has officially canceled its Thursday, April 17, 2025 meeting, as Costco Wholesale Corporation, the featured applicant, has adjourned its appearance to July 17, 2025.

Costco Seeks to Revive Former Kmart and Stop & Shop Site

Costco’s application concerns the redevelopment of 857, 859, and 861 Route 17 South, the former site of Kmart and Stop & Shop. Kmart ceased operations in December 2014, while Stop & Shop followed suit in January 2022, leaving the high-traffic site vacant for years.

If approved, Costco plans to become the sole occupant of the property.

Application Details and Board History

Represented by Jennifer Mazawey, Esq. of K&L Gates LLP, Newark, Costco’s application includes a preliminary and final major site plan along with a major soil movement permit variance. The proposal also includes a Tire Center, but notably excludes a gas station, which had been a concern in past retail developments.

The application initially went before the board on October 3, 2024, and has since been carried over multiple times — from January 2, to May 1, and now to July 17, 2025 — as revisions to the original plans are underway.

Resident Concerns and Zoning Challenges

During the October 2024 hearing, resident Timothy Kennedy of Wynetta Place cited a 1972 Borough Resolution that reportedly prohibits development along the sides of the property. Planning Board officials encouraged him to present this concern directly during Costco’s rescheduled appearance in July.

  2. I’m very much NOT looking forward to this. The Route 17 traffic will be unimaginable, and the Paramus Road and Linwood Ave. intersection will be a disaster. It is already during the late afternoon rush. But, these are County and State roads and I can’t imagine any of these folks giving a shit about us.

Lol. The character is gone forever. The current and future character is Queens, NY something like Queens Blvd or Woodhaven. A huge mess and forever noise and air pollution.
