Village of Ridgewood’s Controversial Historic Preservation Consultant – Lives at the YMCA of Newark and Vicinity?

Ridgewood NJ, just when you thought that there couldn’t possibly be more to report about Peter Primavera, the Village’s Historic Preservation Consultant, there is.

In a lawsuit filed with the Superior Court of Essex County on Thursday, May 2, 2024, Mr. Primavera has charged the YMCA of Newark and Vicinity, and other unnamed parties, with negligence in connection with serious injuries he sustained in a fall from a bunk bed on their premises at 600 Broad Street, Newark, NJ, on June 14, 2023.
Background:
Village Council Public Work Session, June 28, 2023: Before the commencement of public comments, Village Manager Heather Mailander announced that the scheduled presentation by Peter Primavera, a Historic Preservation Consultant for the Schedler property, will not be held this evening and instead, the presentation will be held on July 12, 2023.
Village Council Public Work Session, July 12, 2023: Mr. Primavera addresses the Ridgewood Village Council as scheduled. A large white bandage is visible wrapped around his lower left arm/wrist throughout his presentation. A black splint is also visible on the same arm. Ridgewood Mayor Paul Vagianos said: “We see that you hurt your arm. You took a spill. Hope it’s ok.” Mr. Primavera replied: “It slowed me down for a couple weeks. I fell off a six-foot ladder. As my 12 year old son says, you’re starting to look like a transformer.”
Temporarily homeless, or just visiting someone in their bunk bed at the Newark “Y” Mr. Primavera?

I am guessing your standards are just as low as Vagianos, Weitz, Winograd and Perron who were elected to make sound business decisions on behalf of their constituents. Seems like Ridgewood chose to look the other way when details were presented about this guy’s qualifications and credentials that were not factually aligned with work he had completed and many believe that how you conduct yourself in your personal life extends to who you are as a professional. I guess in a town where people who don’t pay their taxes are celebrated and still hold positions, the bar is set pretty low.

  8. Well, it’s gonna be interesting to see what the results are regarding the huge pile of dirt along route 17. And the park. If it comes back Contaminated than the Village must deal with that. If not then let’s see what they continue regarding more construction at the park. Anyway, it doesn’t matter how you look at it this is becoming one big money pit.

The house will need to generate revenue (I was going to say just like Healthbarn, but we already know that isn’t really a money making endeavor), so letting him live in the house is probably a no-go. It sounds like he is in a bit of a financial quandry, being sued and all. Just a guess that this suit with the Newark Y may be to offset the other leins and judgements he has lined up when he is the defendent. Perhaps Vagianos would consider a small loan, something in the vicinity of $47,000.00 with 10% interest seeing that he had so much confidence in his abilities it is seemingly a sure fire investment.

  10. Unfortunately if you think you are coming to Ridgewood and are going to get over on people, you have another thing coming. There are eyes and ears around every corner and while this mayor and council think they can pull the wool over everyone’s eyes with their smoke show, it will, sooner or later catch up with them. Good buddy to PeeWee, Gail Price introduces this historic consultant character as the “expert” the village needs to con…. convince, the state agency that there needs to be a gigantic plastic sports field over on the Schedler property. But after paying him a good amount of money, they end up hiring another company and pay them a good amount of money to also help with the application which came back the first time as professionally and technically incomplete with all kinds of irrelevant information supplie. I would like to know what is really going on here and why is Keith Kazmark, highly paid village manager with a clerk at his disposal, so sheepish on the details of how many people are required to work on an applicaiton. I am estimating that we are in for at least $50k at this point. Could any of this be conducted in house given the resources that exist? The irresponsible spending seems to be spiraling out of control and I hope that we are not destined for another furlough given the amount of money that will also be required is soil is toxic and also what will be spent at the new property purchase over at the town garage.

      If the council wants to spend money and get nothing in return, that’s their prerogative. But, they definitely need to pay for that out of their own pockets – not ours!

      1. Bill, I am a glass half full kind of person myself and hate unnecessary spending, especially at the expense of the taxpayer, however in order to fully understand what you actually understand about municipal government, I need to ask you a few questions:

        1) Have you met our Mayor or attended a village council meeting (virtual or in person)
        2) Our Village Manager puts an agenda together at the ast minute, meaning it has to be done 48 hours in advance of the meeting and this is generally when residents find out what is going on
        3) Oftentimes the mayor and council say nothing and residents find out what is going on in the village after the fact, as is the case with the newly purchased toxic town garage.
        4) they vote, they don’t have to ask permission from the public to pull their little stunts, so you have to just suck up all of their bad decisions…over and over and over again.

        So welcome to Ridgewood. One of the best towns to live in Jersey!!

  16. Right now just based on listening to meetings, I believe the village has spent upwards of the below estimates with much more in store but I can’t keep track of it all, it is exhausting!

    PFAS Remediation:
    Lord only knows the total cost but residents are being billed a surcharge on top of having to purchase drinking water and water filters for bathing/showers. Not sure what the pool people plan to do or if Grayden has filtered water. Ridgewood filed lawsuits against a number of companies in 2019/2020 after 44 of its 52 municipal wells were found to be contaminated with elevated levels of PFAS, a group of man-made chemicals linked to cancer and other illnesses. Chemicals in the group include perfluorooctanoic acid (PFOA) and perfluorooctane sulfonic acid (PFOS).

    Toxic Remediation to clean up newly purchased Town Garage property:
    Supposedly spent between $1 – 1.5 Million to buy property behind the veil where residents were not aware (surprise!). Contaminents will need to be removed if anything meaningful is to be done at this location. More to come.

    Special projects:
    Habernickel will get a pavillion for residents to use or Healthbarn, whoever gets there first! Let the races begin!! Cost of this special structure is $350,000 with a bathroom to be installed at a later date (additional charges will apply). When the barn was knocked down, Parks & Rec recommended selling the wood as “reclaimed” to get back some money to go towards a new structure. Not sure what the outcome was on that front.
    Lights at Vet’s Field are aprox $700,000- this is only for a certain portion and not the entire property. Extra padding (likely extra $) will be placed around light poles for safety reasons. Siobahn’s soccer friends can play at night. Oh goodie!

    Sidewalks:
    West Glen supposedly happening but not sure total expenditure
    East Glen-not sure
    Clinton Street-highly controversial, many meetings, some neighbors don’t want sidewalks on their street and PeeWee’s buddy lives there so you can do the math….probably will fade away into the abyss.

    Recent Schedler activities:
    Primavera-historic consultant fee $30,000
    Suburban Engineering- $13,000 for SHPO application (1st and 2nd submission)
    Matrix New World Engineering Soil testing $39,000
    Suburban Engineering Wetlands study $10,500 (was requested that this be performed in 7/2023 and might have been conducted by NJDEP at no cost at that time).
    note-previous activities that consisted of tree removals, berm construction etc is TBD
    Street Paving of WSR-TBD

What the village of Ridgewood, especially the Mayor., Paul Vagianos and majority block council, Winograd, Weitz and Perron and people that protect them (village mgr and village atty) have voted on is way worse than any lie or deception that Peter Primavera has told to the Village. Did he misrepresent himself and his accomplishments, probably 100%. But the real harbingers of doom on our community are the bad actors that create scenarious for special interests, their nepotism plants in the committees/commissions, how they can personally benefit from the outcome of their special proejcts, etc. All with the glory of the tax dollar on most of the unsuspecting residents who dutifully write their quarterly check but are probably too busy to focus attention on what is going on and why. Sure they may go on Facebook and contribute to an occasional rant but do they really want to effect change. Only time can tell.
