Hackensack NJ, in a significant development, the Bergen County Prosecutor’s Office has announced its temporary control over the Hackensack Police Department’s internal affairs bureau and office of professional standards. Deputy Chief Jeff Angermeyer of the Prosecutor’s Office conveyed this decision, highlighting the guidance of Prosecutor Mark Musella and the direction of Chief Matthew Finck in this endeavor.
Angermeyer emphasized that the Prosecutor’s Office would oversee all aspects of the Hackensack Police Department’s internal affairs function, operating through the BCPO law enforcement chain of command. While details regarding the reasons behind this move and its duration remain undisclosed, Angermeyer expressed gratitude to Hackensack Police Director Raymond Guidetti, the city’s governing body, its administration, and the department’s members for their cooperation.
The decision comes against a backdrop of heightened tensions within the Hackensack Police Department since the appointment of Director Raymond Guidetti in August 2022. An internal review had unearthed instances of overtime abuse among ranking officers and a decline in arrests, prompting the need for administrative changes.
In the interim, allegations of authority abuse, improprieties, and retaliation against dissenting voices have marred Guidetti’s tenure, leading to grievances and lawsuits. Amidst these challenges, the Policemen’s Benevolent Association Local 9 and PBA Local 9A, representing rank-and-file officers and supervisors, respectively, issued a joint statement welcoming the Bergen County Prosecutor’s Office’s oversight.
“We welcome the Bergen County Prosecutor’s Office assuming control of our internal affairs function,” stated Frank Cavallo, president of PBA Local 9, and Anthony DiPersia, president of PBA Local 9A. They expressed hope that this intervention would foster transparency and rebuild trust and integrity within the department’s rank and file.
The move follows a vote of no confidence in Director Guidetti’s leadership by both unions last year, signaling their concerns and seeking improved communication channels with the city’s administration. As the Bergen County Prosecutor’s Office assumes temporary control, stakeholders await further developments and anticipate positive reforms to restore harmony and accountability within the Hackensack Police Department.
