FRANKLIN LAKES, NJ — The Franklin Lakes Planning Board will hold a public hearing on Tuesday, July 16, to review a subdivision proposal tied to the future development of a 100% affordable housing project on the former Cigna property.
The application, submitted by developer SHG Franklin Lakes LLC (a subsidiary of the Englewood-based S. Hekemian Group), seeks to subdivide a 3.5-acre parcel from the larger 88-acre site. The land would be donated to the borough as part of a court-approved affordable housing settlement between Franklin Lakes, the Fair Share Housing Center, and SHG.

The July 16 hearing will focus solely on the subdivision and land transfer. No site development or architectural plans for the 71-unit affordable housing project will be reviewed at this time.
🏗️ Development Timeline and Future Applications
According to the borough’s June 12 “Latest Buzz” newsletter:

Montclair-based RPM Development Group has been selected to design and construct the affordable housing community.

A separate site plan application for the housing units is expected to be submitted in late July or early August.

RPM must receive site plan approval before applying for funding through the New Jersey Housing and Mortgage Finance Agency’s tax credit program.
🏢 Larger Development Plans Still in the Works
The current application does not cover SHG’s broader development plans for the remainder of the 88-acre property. Those plans are expected to be submitted in a third application within the coming months.
The full property is zoned for:

495 multi-family residential units

62 affordable housing units (in addition to the 71 proposed)

70,000 square feet of office and retail space
Preliminary renderings of the full site plan have been posted on SHG’s website thg.us.com, but no formal proposal has been made as of yet.
