Narcotic Task Force Traffic Stop in Bergen Leads to Drugs and Weapons Charges Against Connecticut Couple

Hackensack NJ, Bergen County Prosecutor Mark Musella announced the arrests of PASCIOUS A. MINK (DOB: 6/22/1991; single; unemployed) and RIKKI C. SLAPPY (DOB: 12/14/1994; single; unemployed), both of 25 Carol Street, Enfield, CT on drug and weapons offenses. The arrests are the result of an investigation conducted by the Bergen County Prosecutor’s Office under the direction of Chief Jason Love.

On June 1, 2023, during a narcotics investigation, detectives from the Bergen County Prosecutor’s Office Narcotic Task Force conducted a traffic stop of a vehicle as it traveled through Bergen County, NJ. The investigation revealed that PASCIOUS MINK and RIKKI SLAPPY were in possession of two firearms, as well as cocaine, ecstasy, Xanax, and Oxycodone. They were arrested at the scene.

PASCIOUS MINK was charged with two counts of second-degree possession of a firearm during a CDS offense, N.J.S.A. 2C:39-4.1a; two counts of second-degree possession of a firearm without a permit, N.J.S.A. 2C:5b(1); third-degree possession of a defaced firearm, N.J.S.A. 2C:39-3(d); third-degree possession with intent to distribute ecstasy, N.J.S.A. 2C:35-5b(5); third-degree possession with intent to distribute Oxycodone, N.J.S.A. 2C:35b(3); third-degree possession with intent to distribute cocaine, N.J.S.A. 2C:35b(3); third-degree possession with intent to distribute Xanax, N.J.S.A. 2C:35-5b(13); and two counts of fourth-degree certain persons not to have weapons, N.J.S.A. 2C:39-7a.

RIKKI SLAPPY was charged with two counts of second-degree possession of a firearm during a CDS offense, N.J.S.A. 2C:39-4.1a; two counts of second-degree possession of a firearm without a permit, N.J.S.A. 2C:5b(1); third-degree possession of a defaced firearm, N.J.S.A. 2C:39-3(d); third-degree possession with intent to distribute ecstasy, N.J.S.A. 2C:35-5b(5); third-degree possession with intent to distribute Oxycodone, N.J.S.A. 2C:35b(3); third-degree possession with intent to distribute cocaine, N.J.S.A. 2C:35b(3); and third-degree possession with intent to distribute Xanax, N.J.S.A. 2C:35-5b(13). MINK and SLAPPY were remanded to the Bergen County Jail pending their first appearance in Central Judicial Processing Court in Hackensack, NJ.

Prosecutor Musella states that the charges are merely accusations and that the defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt, and he would like to thank the Bergen County Sheriff’s Office for its assistance in this investigation.

    past priors in CT as a repeat felon arrested on drug and weapons charges
