While the number of unemployed workers has held steady at around 14 million in recent months, another telling measure of frustration in the labor market—the number of underemployed individuals—rose for a third consecutive month in September, by almost a half of a million people.

Almost 9.3 million Americans are considered underemployed, defined by the Bureau of Labor Statistics as working part-time for economic reasons, such as unfavorable business conditions or seasonal declines in demand.

An appeals court panel, bowing to a group advocating affordable housing for low- and middle-income families, has blocked guidelines recently announced by the administration of Gov. Chris Christie.

But the same three-judge panel, in a decision handed down on Tuesday, denied a second application by the advocacy group, Fair Share Housing Center, seeking to stop the administration from eliminating the Council on Affordable Housing.

Christie abolished the 12-member council on Aug. 29 and transferred its duties to the state Department of Community Affairs. The court will hear oral arguments on that issue Feb. 15 in Trenton.  (DeMarco, The Star-Ledger)

Two examinations of Medicaid, the government health insurance program serving more than 1 million of New Jersey’s poor and disabled, say efforts to detect and recover fraudulent claims are too lax, resulting in higher insurance costs.

State Comptroller Matt Boxer released a report today showing that in 2009 and 2010 Horizon NJ Health only identified $188,207 in improper payments of the $1.3 billion it received from the government to pay claims, or less than one-tenth of one percent of the program’s costs.  (Livio, The Star-Ledger)

Christie announces new state plan that focuses on business and job creation

Gov. Chris Christie Wednesday announced the creation of a “State Strategic Job Growth Plan,” an effort he describes as an ambitious, flexible guide for the future of New Jersey’s economic development.

The governor said he expects the plan to become the state’s official statewide planning tool and replace the current state plan created 2001. The plan also will attempt to coordinate the action of government agencies to help bring economic development about.

“New Jersey’s challenges are too great to be approached in the stratified, haphazard and unrealistic manner that has characterized previous statewide planning efforts,” Christie said.  (Hester, New Jersey Newsroom)

Members of the Ridgewood Planning Board heard an application for another significant multi-family housing development near Ridgewood’s downtown area. This time, however, planning board members weren’t the only local officials interested in the proposal’s potential impact on the village.

Board of Education (BOE) President Michele Lenhard spoke at Tuesday’s meeting, asking the planning board to hire a third party to conduct an enrollment study and measure the potential impact that this proposed 52-unit apartment complex – called Chestnut Village – and a South Broad Street development proposed earlier in October would have on the school district.

“I think that it’s hard to understand changes in housing needs and who would be attracted to this property, and as our school buildings and budgets are very tight, it would really be helpful to the board, in terms of commenting further on this application, to have a real outside opinion on this,” Lenhard said during the public comment portion of the hearing.

BERGEN COUNTY, New Jersey (WABC) — Police in Bergen County, police are searching for a suspect wanted for a string of burglaries.

The suspect has been linked to burglaries in 7 towns.

“They usually go straight to the bedroom for the jewelry, grab a pillowcase to put it in,” said Chief Bryan Gurney of the Ridgewood Police Department.

The desire to open charter schools in New Jersey appears to remain strong, as the state Tuesday announced a new crop of 42 charter applicants.

While shy of the 58 named in April by the Department of Education, this list represents a sizable showing of interest, including in some nonurban districts that are not traditionally fertile soil for the alternative schools.

In South Jersey, the Creative Arts Charter School would open in the generally well-performing Voorhees Township district, eventually accommodating 190 children in grades two through five.

Think life is not as good as it used to be, at least in terms of your wallet? You’d be right about that. The standard of living for Americans has fallen longer and more steeply over the past three years than at any time since the US government began recording it five decades ago.

Bottom line: The average individual now has $1,315 less in disposable income than he or she did three years ago at the onset of the Great Recession – even though the recession ended, technically speaking, in mid-2009. That means less money to spend at the spa or the movies, less for vacations, new carpeting for the house, or dinner at a restaurant.

In short, it means a less vibrant economy, with more Americans spending primarily on necessities. The diminished standard of living, moreover, is squeezing the middle class, whose restlessness and discontent are evident in grass-roots movements such as the tea party and “Occupy Wall Street” and who may take out their frustrations on incumbent politicians in next year’s election.

Federal employees whose compensation averages more than $126,000 and the nation’s greatest concentration of lawyers helped Washington edge out San Jose as the wealthiest U.S. metropolitan area, government data show.

The U.S. capital has swapped top spots with Silicon Valley, according to recent Census Bureau figures, with the typical household in the Washington metro area earning $84,523 last year. The national median income for 2010 was $50,046.

The figures demonstrate how the nation’s political and financial classes are prospering as the economy struggles with unemployment above 9 percent and thousands of Americans protest in the streets against income disparity, said Kevin Zeese, director of Prosperity Agenda, a Baltimore-based advocacy group trying to narrow the divide between rich and poor.

Senate Majority Leader Harry Reid (D-Nev.) on Wednesday indicated Congress needs to worry about government jobs more than private-sector jobs, and that this is why Senate Democrats are pushing a bill aimed at shoring up teachers and first-responders.

“It’s very clear that private-sector jobs have been doing just fine; it’s the public-sector jobs where we’ve lost huge numbers, and that’s what this legislation is all about,” Reid said on the Senate floor.

CLEVELAND, Ohio (CBS Cleveland) – An “Occupy Cleveland” protester tells police she was raped in her tent over the weekend.

Cleveland police are investigating an alleged sexual assault incident Saturday at the “Occupy Cleveland” rally involving a 19-year-old female student from Parma.

According to police reports, the 19-year-old student was instructed by “Occupy Cleveland” personnel to “share a tent with the suspect due to a shortage of tents.” The suspect identified himself as “Leland” to the woman. The woman told police that after she had thought the suspect went to sleep in his own bed, she slept in a sleeping bag provided to her by the rally.
