
New NJ Election Law Push! GOP Senators Demand Cameras & Dual-Keys to Secure Every Vote-by-Mail Ballot

TRENTON, NJ – As New Jersey prepares for the upcoming General Election, State Senate Republican leaders Anthony M. Bucco (R-25) and Kristin M. Corrado (R-40) have introduced powerful new legislation (S-4795) aimed at drastically increasing transparency and security for vote-by-mail (VBM) ballots across all 21 counties.
The bill directly responds to recent reports of inconsistent handling and storage procedures by some county election boards. The goal is to establish uniform, enforceable security protocols that will strengthen bipartisan oversight and restore public confidence in the integrity of the state’s elections.
The “Consistency and Transparency” Imperative
Senator Bucco emphasized that public confidence hinges on having clear, consistent rules applied everywhere. “This legislation provides clear, enforceable standards for safeguarding vote-by-mail ballots across every county,” said Bucco. “By ensuring uniform procedures and bipartisan oversight, we’re taking an important step toward reinforcing trust in our democratic process.”
Senator Corrado reinforced this sentiment, stating, “When voters know that their ballot is protected under a clear set of rules applied equally in every county, they can trust that their voice will be counted fairly and accurately.”

The New Mandatory Ballot Security Requirements
Under the proposed legislation, county election boards would be required to store all VBM ballots after review in secure, monitored locations. Crucially, each secure area must implement at least one of three key safeguards:
- Dual-Lock System: Requiring one key from each major political party to gain access to the ballots, ensuring bipartisan accountability.
- Video Surveillance: Installing video cameras to monitor all entrances to ballot storage areas.
- Electronic Access Log: Maintaining a paper or electronic access log meticulously documenting every individual who enters the storage area.
Accountability and Enhanced Penalties
To preserve the sanctity of the ballot process, the bill also dramatically upgrades penalties for unauthorized access to VBM storage areas. This measure is designed to ensure that only approved election officials, representing both political parties, can handle or inspect secured ballots, thereby eliminating opportunities for tampering or procedural missteps.
Senator Joe Pennacchio (R-26) has co-sponsored the legislation, which the Republican leadership hopes will be fast-tracked to strengthen security before the November election.
