WASHINGTON D.C. | October 16, 2025 – Delivering on a major campaign promise, President Trump on Thursday announced two significant initiatives aimed at dramatically expanding access to and lowering the cost of In Vitro Fertilization (IVF) for American families.
Speaking from the Oval Office, the President unveiled federal guidance designed to encourage employers to offer fertility coverage and a landmark drug price agreement that will slash the cost of essential IVF medications.
Massive 84% Discount on Key Fertility Drug
The most immediate financial impact comes from a new agreement with EMD Serono, the world’s largest fertility drug manufacturer. As part of a “most favored nation” framework—which seeks to align U.S. drug prices with the lowest rates paid overseas—EMD Serono has agreed to provide massive discounts on its fertility portfolio.
Libby Horne, EMD Serono’s U.S. Vice President, announced:
“Through our partnership with the administration, we are proud to announce that Americans will have access to our leading IVF therapies [including Gonal-F, Ovidrel, and Cetrotide] for an 84% discount off list prices.”
Gonal-F, a common hormone injection crucial for assisted reproductive procedures, and other EMD Serono drugs will be available at these sharply reduced prices for eligible patients, helping to mitigate costs that can run into thousands of dollars per single IVF cycle. The discounted drugs will be available via the government’s direct-purchasing website, TrumpRx.gov, set to launch in January 2026.
New Guidance Encourages Employer IVF Coverage
In a move to increase insurance coverage for the $15,000–$20,000 procedure, the administration—through the Departments of Labor, Treasury, and HHS—is issuing new guidance to simplify how employers can offer IVF benefits.
This guidance is designed to allow companies to offer fertility coverage as a voluntary, stand-alone benefit, similar to how many employers already offer dental or vision plans outside of their major medical insurance.
While the guidance does not mandate that employers offer fertility benefits, officials believe the streamlined process will incentivize more companies, including small and midsize businesses, to adopt the coverage.
From Alabama to the Oval Office
This announcement follows an executive order signed by President Trump in February and comes after the issue of IVF access was thrust into the national spotlight during the 2024 campaign. The Alabama Supreme Court’s ruling that frozen embryos could be considered children temporarily halted IVF services in the state.
President Trump credited Senator Katie Britt (R-AL), who introduced legislation last year to expand IVF access, with bringing the issue to his attention.
The administration is positioning these efforts as a significant step toward making IVF more accessible and affordable, moving closer to the President’s goal of ensuring American families can have the children they desire.
