Toll Brothers Proposes 60-Unit Townhouse Development with Affordable Housing in Saddle River

SADDLE RIVER, NJ – A major new housing proposal from Toll Brothers, one of the nation’s largest home builders, could bring 60 townhomes, including 12 affordable housing units, to a residential section of Saddle River. The plans were introduced at the Saddle River Planning Board meeting on June 17 and are expected to be the focus of continued hearings on September 2 and September 9 at 6 p.m.

🏘️ New Development Proposed for Algonquin Trail

The 7.28-acre site includes:

  • 14 Algonquin Trail (Lot 2.01, 6.13 acres)

  • 167 W. Saddle River Road (Lot 1, 1.05 acres)

Currently, the land features just one single-family home, which would be demolished to make way for the project. Plans indicate the creation of a new through street connecting Algonquin Trail to West Saddle River Road, where none currently exists.

🏡 Affordable Housing Included

The proposed development includes 12 affordable units, in compliance with Saddle River’s February 2020 affordable housing settlement with the Fair Share Housing Center. The borough had been assigned a total of 247 units, including 147 affordable units.

This location is one of five sites designated for affordable housing in that agreement.

🔍 Planning and Legal Background

  • In April 2022, the Planning Board denied a 60-unit proposal (with 8 affordable units) for the former Rosie O’Donnell estate on East Allendale Road. That decision was upheld by Superior Court Judge Gregg Padovano in March 2023 after a lawsuit.

  • A 112-unit affordable housing complex on Choctaw Trail near Route 17—another of the five designated sites—was approved in January 2022 and is now nearing completion and pre-leasing.

  • In July 2024, Saddle River received an additional mandate for 249 affordable units under the state’s fourth-round housing obligations.

  1. Ridiculous, how can you put low income housing in extremely wealthy environment, it wouldn’t be fair for the children that are living in those households and going to school with that clientele. It’s just not healthy, I don’t know it would be so hard for them to fit in Just on every day atmosphere. Not stating that because they’re wealthy. They’re better people listen it’s like a family going every year to Seaside for a week and have a vacation and renting a bungalow, and taking back family and trying to fit in for a week in Beverly Hills for a week it doesn’t work

    1. Wow. Such bias. Apparently if you’re not really wealthy you don’t belong in town. Ever heard of redlining ? Apparently afraid Saddle River is going to become a slum?
