NEW YORK, NY — Federal Transportation Secretary Sean Duffy confirmed today that construction on a fully transformed Penn Station in Manhattan will begin before the end of 2027, marking one of the most ambitious infrastructure projects in the nation.
Penn Station’s Long-Awaited Overhaul
Penn Station, located on Manhattan’s West Side, is the busiest rail hub in the Americas, serving over 500,000 riders daily, including New Jersey Transit commuters, Amtrak passengers, and Long Island Rail Road travelers.
Earlier this year, the Trump administration assumed control of the project from New York’s MTA, taking the lead on delivering long-promised upgrades to the aging underground terminal.
What’s Coming Next
Duffy announced that nearly $43 million will be allocated for design, permitting, and engineering work, with the selection of a master developer expected by May 2026.
The planned transformation includes:
-
A redesigned, modernized passenger experience
-
Infrastructure upgrades to improve capacity and safety
-
Streamlined connections between transit systems
While expansion proposals—including accommodations for trains using the two new Hudson River tunnels under the Gateway Project—remain on hold, federal officials are studying whether existing infrastructure can handle the necessary capacity increases.
A Landmark Project for Commuters
“Penn Station has been overcrowded and outdated for decades,” Duffy said. “This transformation will finally bring New York’s busiest station into the 21st century while improving the daily experience for millions of riders.”
Construction is set to begin before the end of 2027, with the design and planning phase now fully underway.
