The executive action has already begun: on the first day of the shutdown, Vought’s office announced the freezing of approximately $18 billion in infrastructure funding for New York—home state of top Democratic leaders Chuck Schumer and Hakeem Jeffries—pending an audit for compliance with “constitutional principles.”
