RIDGEWOOD — The Village Council could conceivably draw $3 million from the village surplus, if it is intent on delivering a zero-percent tax increase while maintaining current staffing levels.

The $3 million solution to Ridgewood’s lingering budgetary concerns was floated by Village Manager Ken Gabbert at a recent council meeting.

The village’s present fund balance sits at $4.3 million, Gabbert said, adding that $800,000 of the money is restricted and cannot be touched.

That, Gabbert said, leaves $3.5 million in the surplus account the council could access to attain its stated goal of no tax increase for 2013.

Tapping into that money would prevent layoffs, increase funding to the library’s budget, and permit extended hours at Graydon Pool, Gabbert said.

The tactic gave Councilman Thomas Riche pause, because he said such a move would leave the village with a fund balance of just $500,000.

The Ridgewood Council has given the go-ahead for the next phase of Ridgewood’s radio and system upgrade initiative, a project approved last fall as part of a federally mandated switch to narrowband communications..

A resolution awarding a contract for the purchase and installation of new equipment received the unanimous endorsement from the council last week. Ridgewood will pick up $225,723 of the total cost for the equipment, which will be used at the jointly owned Northwest Bergen Central Dispatch (NWBCD) headquarters inside Pease Library.

The Borough of Glen Rock will fund the remaining balance of the total $338,000 bill.

Kevin Scarpa, technology officer at Ridgewood’s Office of Emergency Management, explained the purchase and the need for the equipment during the April 3 council work session. The system software currently in place at Central Dispatch has been in service for more than 10 years, and according to Scarpa, has reached its service life.

The 2013-2014 school budget with an $85 million tax levy has been approved by Ridgewood voters, meaning that most residents were in favor of school instruction that goes beyond state requirements, based on an unofficial tally by village officials on Tuesday night.

The unofficial tally after the polls closed was 1,206 votes in favor of the budget and 988 votes against, a margin of 55 percent in favor, 45 percent against. Superintendent of Business Angelo DeSimone noted that official results will be announced in coming days. Tuesday night’s results did not include absentee or provisional ballots, he said.

The voters’ approval translates to roughly a 2 percent increase in taxes. Residents with a home assessed at $700,000 – the average for the village – will see an increase of about $203 for the year.

Voters went to the polls in 23 North Jersey school districts Tuesday, and, in large part, gave approval to proposed tax levies and spending ranging from spending on security to expansion of a gymnasium.

Unofficial results from Englewood, Hackensack, East Rutherford, Emerson, Norwood, Midland Park, Ridgewood, Oakland, Garfield, Fairview, Wood-Ridge, Ramsey and Harrington Park – all in Bergen County — showed voters approving the tax levies.

The federal government is projected to collect more revenue in 2013 than ever before, a statistic Republicans are touting to make the case that the government has a spending problem, not a taxing one.

Top GOP lawmakers, from Speaker John Boehner (R-Ohio) on down, have made that pitch while noting that the Congressional Budget Office (CBO) projects the revenue flowing to the government will double between 2012 and  2023.

The statistics are getting heavy play from Republicans, who argue that an overhaul of the tax code should not include more revenues.

“We’re going to get more revenue in the federal government than we’ve ever seen — by twice,” House Ways and Means Committee Chairman Dave Camp (R-Mich.) told reporters last week. “So I don’t think revenue’s the issue.”

TRENTON  — Gov. Chris Christie has signed a measure intended to prevent New Jersey school districts from violating students’ privacy rights by tracking them through school-issued laptops.

Districts that provide students with laptops, cell phones or other electronic devices will now have to provide written notification that the device may track them. The notification also must include a statement that the school won’t violate the student’s privacy rights.

Christie signed the bill Monday. It takes effect July 1.

WHAT: 3rd Annual Spring Film Festival.

WHEN: 6 p.m. Wednesday and Thursday.

HOW MUCH: $15 per night, $25 for both nights, $12 for Ridgewood High School students and senior citizens. Tickets available at the door, Brownpapertickets.com and Mango Jam, House of DeCicco and Araya-Rebirth in Ridgewood.

“A Colorful Romance,” one of the feature-length entries in Ridgewood’s Spring Film Festival this year, opens with a short black-and-white sequence highlighting the village’s streets and landmarks like Ridgewood Avenue and Van Neste Square. The rest of the film follows awkward teenager Ted as he falls for Katie, the head cheerleader who literally brings color into his life via a secret Technicolor portal in the woods. The 64-minute film was made entirely by two teenagers.

“Being a former educator, I’m always in awe of the student filmmakers,” said Ridgewood Guild president Tony Damiano. “They’re all so enthusiastic, and the quality of the work we get from them is unbelievable.”
