Ridgewood NJ, In a rare moment of national consensus, a recent CNN poll has confirmed what many have suspected: a vast majority of Americans—over 80%—support mandatory photo identification for voting.

Now, Senator Jim Banks (R-IN) is leveraging that momentum to push for the passage of the SAVE America Act (Safeguard American Voter Eligibility Act). The legislation aims to overhaul the National Voter Registration Act of 1993, adding strict requirements for proof of citizenship and photo ID at the ballot box.


The Core of the SAVE America Act

Senator Banks, an original sponsor of the bill, argues that the measure is about “common sense” and national security. “If the United States cannot have fair and secure elections, then we hardly have a country anymore,” Banks stated on Wednesday.

The bill focuses on two primary mandates for federal elections:

  1. Documentary Proof of Citizenship: Individuals would be required to provide physical evidence of U.S. citizenship (such as a birth certificate or passport) during the voter registration process.

  2. Mandatory Photo ID: Voters would be required to present a valid photo ID at their polling place before casting a ballot.

The “Common Sense” Argument

Proponents of the bill frequently compare voting to everyday activities that already require identification.

Despite the public support, the SAVE America Act faces a steep uphill battle in Washington. It currently requires a 60-vote threshold to bypass a Senate filibuster.

To break the logjam, Senator Banks has signaled an openness to a “standing filibuster.” This would force opposing senators to physically hold the floor and speak continuously to block the bill—a move intended to put the opposition’s arguments under intense public scrutiny.

“I say let’s do whatever it takes,” Banks said. “I’m proud to stand with President Trump and why I’m urging my colleagues to pass the SAVE America Act!”

A Legislative History of Security

This isn’t Banks’ first attempt at election reform. His track record includes:

  • 2021: Introduced the Save Our Democracy Act while serving as Republican Study Committee (RSC) Chairman.

  • April 2025: Cosponsored the SAVE Act in the Senate.

  • Heritage Action Scorecard: Support for this legislation has become a key metric for conservative advocacy groups.

As the 2026 midterm cycle approaches, the SAVE America Act is likely to be a central campaign issue.
