Why Ridgewood Just Overhauled Its Neighborhood Tree Program (After a Legal Speed Bump)

Ridgewood NJ, The trees in Ridgewood are getting a massive health boost this month, but it didn’t happen without a bit of municipal drama.

Village Manager Keith Kazmark recently announced that the Village Council has officially awarded a new contract for professional tree watering services. Beginning immediately, hundreds of newly planted trees across town will receive regular, dedicated care to ensure they survive and thrive.

However, getting this environmental initiative off the ground required navigating a strict New Jersey legal hurdle first. Here is what happened behind the scenes and what it means for your neighborhood.

The Legal “Speed Bump” That Delayed the Bidding Process

Ridgewood takes its urban canopy seriously. In 2023, the town established a forward-thinking program to contract professional watering services for all newly planted trees for their critical first two years post-planting.

This year, the standard public bidding process ran into an unexpected financial obstacle:

  • The Problem: The initial contractor bids submitted for the tree-watering project all came in significantly higher than the allocated municipal budget.

  • The Legal Mandate: Under local government law, when all public bids exceed a municipality’s budget, the town cannot simply pick the cheapest option. It is legally required to reject every single bid and completely restart the process.

  • The Resolution: The town swiftly adjusted. A revamped round of contract bids was rushed through, culminating in the Village Council officially locking in a winning contractor.

The Watering Schedule: Which Trees Are Covered?

With the contract officially signed and the legal hurdles cleared, crews are hitting the streets immediately. The professional watering program will run continuously from now through the end of November to help the root systems establish themselves.

The Breakdown of Care:

  • Residential Neighborhoods: Approximately 320 recently planted trees across Ridgewood’s residential zones will be visited and watered weekly.

  • Central Business District (CBD): Because downtown trees face higher heat stress from sidewalks and pavement, eight trees in the business district will receive intensive care, being watered twice a week.

Why This Matters: Young trees are highly vulnerable to summer heatwaves and dry spells. Investing in professional watering during the first two years ensures that tax dollars spent on planting aren’t wasted on saplings that fail to take root.
