French Citizen in Toms River Pleads Guilty to Illegally Voting in U.S. Federal Election

Trenton NJ, A major investigation by federal law enforcement has culminated in a rare guilty plea in Ocean County, putting a spotlight on local election integrity.

A French national residing in New Jersey has officially admitted to illegally casting a ballot in a U.S. federal election, federal officials announced.

Non-Citizen Casts Ballot in New Jersey Midterms

Eliezer Kadoch, a 39-year-old resident of Toms River, New Jersey, pleaded guilty in Trenton federal court to one count of voting by an alien in a federal election. The plea was entered before U.S. Magistrate Judge J. Brendan Day.

According to federal court documents and official statements:

  • Kadoch is a citizen of France and has never held United States citizenship.

  • Despite his non-citizen status, Kadoch successfully cast a ballot in the November 2022 midterm elections.

  • The election he participated in was held, in part, to select a Member of the United States House of Representatives.


Facing Steep Fines and Prison Time

The federal charge of voting by an alien is taken incredibly seriously by the Department of Justice. Kadoch now faces a maximum penalty of up to 6 months in federal prison alongside a hefty fine of up to $100,000.

His formal sentencing has been officially scheduled for October 26, 2026, before Judge Day.

U.S. Attorney Robert Frazer commended the multi-agency effort that uncovered the illegal ballot. The complex investigation relied heavily on specialized units, including:

  1. The FBI (under Special Agent in Charge Stefanie Roddy)

  2. Homeland Security Investigations / HSI (under Special Agent in Charge Michael McCarthy)

  3. U.S. Citizenship and Immigration Services (USCIS)

The prosecution is a direct result of the U.S. Attorney’s Office’s Election Integrity Task Force—a powerful coalition of federal law enforcement partners dedicated exclusively to safeguarding and preserving voting integrity across the District of New Jersey. Assistant U.S. Attorney Joseph McFarlane of the Special Prosecutions Division is representing the government.
