Ridgewood Reverses Policy: Work Begins on $350K Safety Barriers at Hudson Street Garage

Ridgewood NJ, In a major shift from previous infrastructure policies, construction has officially begun to install protective safety fencing on the fourth floor of Ridgewood’s Hudson Street Parking Garage.

According to the Ridgewood Village Manager, crews are already on-site, and the high-priority public safety project is expected to wrap up by the end of next week.

The Policy Pivot: From “Aesthetics” to Steel Barriers

The decision to invest $350,000 in a robust security fence marks a complete 180-degree turn from the Village Council’s stance in May 2021. Back then, officials famously opted against heavy barriers to preserve the “magnificent beauty” and architectural integrity of the award-winning structure.

Instead, the 2021 strategy relied on “low-impact” deterrents:

  • Bird Spikes: Suggested as a cheap way to stop individuals from sitting on parapet walls.

  • Decorative Railings: Intended to close structural gaps without hurting the look.

  • Signage & Fines: Relying on local ordinances to curb rowdy behavior.

Ultimately, the previous council feared a 7-foot fence would trigger a dangerous “sail effect” (wind load), damage warranties, or ruin the aesthetic. However, five years of persistent security challenges have rewritten the narrative.

Why Did Ridgewood Shift Gears in 2026?

While high-resolution cameras and “soft” security measures were upgraded over the years, they weren’t enough to curb ongoing liabilities on the rooftop. The Village Council approved the $350,000 expenditure due to three critical factors:

  • Public Safety Risks: Frequent reports of objects being thrown from the top tier created an active danger for pedestrians on the streets below.

  • Juvenile Gathering Hub: The 4th-level rooftop remained a popular destination for local youth, resulting in “horsing around” that signs and cameras failed to prevent.

  • Proactive Fall Protection: Though not mandated by standard building codes for a four-story structure, the Village prioritized an “enhanced fall protection strategy” to eliminate legal and safety risks.

Form Meets Function: Solving the Design Challenge

To protect the structure while keeping the peace, architectural and engineering experts from Tim Haahs and EPIC designed a system that balances utility with the downtown area’s historical charm:

Design Requirement Solution
Wind Load Management Using a high-visibility, “see-through” fence layout to stop the “sail effect” against strong winds.
Structural Integrity Employing advanced mounting techniques that don’t weaken the garage’s parapet walls.
Aesthetics Matching the classic Victorian and Colonial-inspired look of historic downtown Ridgewood.

What Ridgewood Residents Need to Know

During the brief construction window, drivers can expect localized activity and minor disruptions on the top tier of the Hudson Street Garage.

Once completed next week, the new structural barriers will work in tandem with the Ridgewood Police Department’s upgraded real-time camera monitoring network to ensure the downtown remains safe for everyone—especially the town’s youth.
