>I can answer the question. The applicant waited in line like everyone else for their original application to build a new two family. When they began to discuss this new idea with Westside they asked for a postponement of their hearing and it was granted. They continued to postpone until they were ready to proceed. When they were ready, they were on top of the list. Any resident could do this and some infact do.
