Question that never seems to be included in these types of articles, was a summons issued? It appears to have been yet another one vehicle accident. When a car leaves the roadway but the police cannot prove that the driver was distracted by a phone or speeding, what happens? Just the fact that the car left the roadway should be cause for a summons. Does anyone know what typically happens in these instances?
