Democrat Fundraising Platform ActBlue Faces Potential Terror-Financing Probe Amid Fraud Allegations

Ridgewood NJ, ActBlue, the Democratic Party’s powerhouse online fundraising platform, is under scrutiny once again — this time facing calls for a federal investigation into potential terror-financing activities, alongside a deepening fraud probe.

Rep. Darrell Issa (R-Calif.), vice chair of the House Foreign Affairs Committee, has formally requested that the U.S. Treasury Department investigate whether ActBlue or its charitable arm, ActBlue Charities, knowingly facilitated donations from or to terror-linked organizations.

“It is imperative that the Department of the Treasury investigate whether ActBlue Charities had reason to know it was handling payments that could support terror,” Issa said in his letter.

Issa specifically cited ActBlue’s reported connections with organizations such as the Palestinian Campaign for the Academic and Cultural Boycott of Israel and the U.S. Campaign for Palestinian Rights — both groups facing criticism for alleged support of the Boycott, Divestment, and Sanctions (BDS) movement. One of the groups is said to receive financial backing from billionaire George Soros, a frequent conservative target.

Issa emphasized the lack of a robust vetting process on ActBlue’s platform to screen out possible affiliations with extremist entities. He claims the platform’s inaction may have enabled money laundering and financing of terrorism.

“Terror financing is an extremely serious crime. Organizations cannot be given a free pass for failed due diligence or, worse, enabling terrorism,” Issa added.

Prior Fraud Allegations Reignite Scrutiny

The letter follows renewed concerns by House Republicans over “dummy” small-dollar donors and suspicious contributions that bypassed standard security checks. Before 2024, ActBlue did not require Card Verification Values (CVVs) for donations, allegedly opening the door to identity theft and fraudulent contributions — potentially involving foreign nationals, which would violate federal election laws.

A previously leaked memo from October 2024 showed hundreds of Suspicious Activity Reports (SARs) filed with Treasury officials, reportedly linked to ActBlue contributions.

Rep. James Comer (R-Ky.), chair of the House Oversight Committee, and Rep. Bryan Steil (R-Wis.), chair of the Administration Committee, have demanded all SARs linked to ActBlue transactions dating from January 1, 2023, be released to determine the extent of possible fraud or foreign influence.

Looking Ahead

A senior aide to Rep. Issa confirmed that the letter marks the beginning of a full congressional probe into ActBlue’s donation practices. Past attempts to investigate the platform, they claim, were blocked by the Biden administration.

While ActBlue has not publicly responded to the latest allegations, the escalating scrutiny may soon bring the organization under the microscope of both the Treasury Department and Congressional investigators.

As the 2026 election cycle approaches, the integrity of online political fundraising — especially by dominant platforms like ActBlue — is likely to remain a hot-button issue on Capitol Hill.
