It’s litter. It is not “news” and as such has no legal protection.
When I go away I don’t need these shit heads littering my driveway thus advertising to burglars that my home is unoccupied .(my mail delivery is stopped ). I f your house gets robbed while you are away and this crap is in your driveway I urge you to sue the record who is responsible for this.
There are vacant lots/homes under construction where the dope throws papers every week.
It’s up to the village to start issuing summons for littering.
