ENGLEWOOD CLIFFS, N.J. — Glen A. Luciano, a former Democratic councilman in Englewood Cliffs, has been committed to the Bergen County Jail following a series of weapons, drug, and obstruction charges, according to county inmate records.

Luciano, 64, was booked into the county facility on Wednesday, August 12, adding a major development to an ongoing investigation that began earlier this year.

Facing 10 New and Upgraded Charges

Inmate intake records list 10 distinct charges against Luciano stemming from ongoing municipal and county investigations:

  • Weapons Offenses: Third-degree possession of a weapon for an unlawful purpose, fourth-degree unlawful possession of a weapon, fourth-degree possession of prohibited weapons or devices, and possession of prohibited weapons involving handcuffs.

  • Controlled Substances: Third-degree possession of a controlled dangerous substance (CDS) and possession with intent to use drug paraphernalia.

  • Obstruction & Evidence Tampering: Fourth-degree tampering with physical evidence, fourth-degree obstructing the administration of law, and fourth-degree hindering by concealing or suppressing information.

Court documents indicate that several of the weapons and obstruction offenses carry an offense date of March 16.

Background: Window-Smashing and Stalking Investigation

This latest detention comes nearly five months after Luciano was initially arrested on March 16 following an investigation into repeated property damage at an Englewood Cliffs residence.

According to former Englewood Cliffs Police Chief William Henkelman, exterior windows at a local home were repeatedly smashed on four separate dates between late February and mid-March. Detectives identified Luciano after gathering physical evidence and reviewing local surveillance footage.

Following that initial investigation, Luciano was charged with third-degree criminal mischief and fourth-degree stalking before being released pending a court appearance.

Additional Legal Proceedings Across Bergen County

Court filings reveal that a complaint charging Luciano with third-degree possession of a weapon for an unlawful purpose was officially issued on July 30 and transferred to the Bergen County Prosecutor’s Office on August 3.

In addition to the Englewood Cliffs matters, court records show Luciano faces a separate third-degree criminal mischief charge stemming from an alleged February 20 incident in Cliffside Park. That case was transferred to the Bergen County Prosecutor’s Office on May 28.

As reported by Daily Voice, Luciano remained housed in the Bergen County Jail as of Thursday, August 13, with additional details expected from local law enforcement.
