The letter points to two European Union laws, the Digital Services Act (DSA) and the Digital Markets Act, as particular threats. Alphabet warns that these regulations could stifle innovation and restrict access to information by placing a “disproportionate regulatory burden on American companies.” The DSA, in particular, requires platforms to combat “harmful content,” a broad term that Alphabet fears could pose a major risk to freedom of expression both inside and outside the EU.
