Albany NY, An Albany, New York woman is in federal custody after federal authorities uncovered a thwarted terrorist scheme targeting the New York State Capitol building and state lawmakers.

Jessica Bowie, 35, made her initial appearance in federal court on charges of attempting to provide material support to ISIS, a designated foreign terrorist organization.

Alleged Plot and Reconnaissance

According to the criminal complaint filed in the Northern District of New York, Bowie allegedly planned to deploy an explosive device at the state capitol in Albany with the explicit goal of killing public officials and causing maximum physical and operational damage to government infrastructure.

Investigators reported that Bowie made multiple visits to the Capitol grounds to perform reconnaissance and photograph the facility. In statements detailed in court documents, Bowie expressed intent to target lawmakers during active meetings to maximize casualties and disrupt state functions, stating she wanted to destroy critical documents and impact the U.S. political system.

On August 19, law enforcement agents moved in to apprehend Bowie as she took possession of what she believed to be an explosive device intended for use in the attack.

Online Radicalization and Oath to ISIS

Federal authorities revealed that Bowie maintained an online presence where she disseminated extremist content, including expressing support for the September 11 terrorist attacks. According to investigators, she recorded and shared her Bayah—a formal oath of allegiance to ISIS—online and expressed plans to flee to ISIS-controlled territory in Syria immediately following the planned bombing.

Joint Federal and Local Investigation

The FBI’s National Security Branch and the Albany Field Office led the investigation, supported by the U.S. Secret Service, the New York State Police, and the Albany Police Department.

Officials emphasized that public safety was maintained throughout the multi-agency operation and that the alleged plot was intercepted before any explosive device could be deployed.

The case is being prosecuted by the U.S. Attorney’s Office for the Northern District of New York alongside the Department of Justice’s Counterterrorism Section. Bowie faces severe federal charges related to foreign terrorist support and attempted mass-casualty attacks.
