RIDGEWOOD, NJ — The Ridgewood Board of Education is actively exploring a public bond referendum to fund essential capital improvements, security upgrades, and structural repairs across the district’s ten schools.
As aging infrastructure creates growing maintenance demands, administration officials are looking at long-term funding strategies that leverage state aid to minimize local costs while modernizing district facilities.
Addressing Critical Infrastructure Needs Across 10 Schools
During the August 24 Board of Education meeting, the Facilities Committee outlined extensive long-term infrastructure and safety needs across all ten school buildings. Key projects under consideration include:
-
HVAC & Heating Modernization: Transitioning heating systems from outdated steam infrastructure to efficient hot water systems.
-
Window Replacements: Replacing original 1960s single-pane windows at Hawes, Orchard, and Travell Elementary Schools.
-
Enhanced School Security: Installing secure entrance vestibules and upgrading classroom doors district-wide.
-
Advanced Safety Systems: Modernizing to addressable fire alarm systems capable of identifying precise alarm locations during emergencies.
-
Environmental & Interior Repairs: Removing asbestos, upgrading electrical panels, and repairing deteriorating cabinets and internal components.
Unlocking ~34% in NJ State Debt Service Aid
A driving factor behind the proposed timing and project selection is state financial assistance. Eligible infrastructure projects can qualify for approximately 34% in New Jersey state debt service aid, significantly offsetting the tax impact on local residents.
Under the referendum structure, voters would decide whether to approve municipal bond borrowing. The district would then repay the principal and interest over time, similar to a traditional mortgage structure. The Board is currently evaluating project eligibility to ensure maximum state aid capture before finalizing the total package size.
Timeline & Next Steps for Ridgewood Residents
The target date for a community-wide vote on the facilities referendum is set for November 2027.
Prior to public outreach, the Board of Education will host a dedicated special meeting featuring the district’s architects to finalize the project scope, financial strategy, and overall priorities. Ridgewood community members will have opportunities to provide feedback and stay informed as planning progresses.
