Customs and Border Patrol analyst Phil Haney tracked members of the Islamist Deobandi movement with which Sayed Farook and his wife, Tashfeen Malik, were affiliated. But the Department of Homeland Security deleted the records, then disciplined and retaliated against him when he blew the whistle, he says.
Haney said he worked in Passenger Analysis Units at the Department of Homeland Security in Atlanta and at the U.S. Customs and Border Protection’s National Targeting Center, where he performed research into people and groups that might be linked to terrorism. He identified members of al-Huda and Tablighi Jamaat, subgroups of the Deobandi Movement, a century-old fundamentalist Islamic group originating in Pakistan, as they traveled into and out of the United States. An association with Tablighi Jamaat has been documented by the French in an estimated80% of terrorism cases. Dar Al Uloom Mosque, frequented by Sayed Farook, is linked with the Deobandi Movement. Tashfeen Malik studied with Al-Huda in Pakistan.
Haney was given an agency award for his work identifying potential terrorists and he was asked to become part of the National Targeting Center, which works to connect the dots between radical figures and groups, he said. After more than six months tracking the Deobandi movement, Homeland Security halted the investigation at the urging of the State Department’s Office of Civil Rights, Haney said.

Federal officials around the world today are urgently trying to track the backgrounds and contacts of the newly-married parents of a baby girl who killed 14 people in California last week in a suspected ISIS-inspired attack, as a new photograph emerged showing the future terrorists entering the U.S. together for the first time last year.
The image, apparently taken as the couple moved through customs in Chicago’s O’Hare International Airport on July 27, 2014 and obtained exclusively by ABC News, shows Tashfeen Malik clad in all black looking directly into the camera as the taller Syed Rizwan Farook stands behind her, black bearded and with a blank expression. It is the most recent photograph of the two to be made public.
U.S. officials previously said that Farook, a U.S. citizen originally from Chicago, traveled to Saudi Arabia in July 2014 and returned less than two weeks later with Malik in tow. Malik, a Pakistani who officials said spent much of her life in Saudi Arabia, entered the U.S. on a so-called “fiancé” visa, which allowed Farook to petition for her entry ahead of marriage. The two were married in the eyes of U.S. law in California just a month after their arrival, although some officials have said they could have been married earlier abroad.

WASHINGTON (Reuters) – The Federal Bureau of Investigation has used a secretive authority to compel Internet and telecommunications firms to hand over customer data including an individual’s complete web browsing history and records of all online purchases, a court filing released Monday shows.
The documents are believed to be the first time the government has provided details of its so-called national security letters, which are used by the FBI to conduct electronic surveillance without the need for court approval.
The filing made public Monday was the result of an 11-year-old legal battle waged by Nicholas Merrill, founder of Calyx Internet Access, a hosted service provider, who refused to comply with a national security letter (NSL) he received in 2004.
Merrill told Reuters the release was significant “because the public deserves to know how the government is gathering information without warrants on Americans who are not even suspected of a crime.”
National security letters have been available as a law enforcement tool since the 1970s, but their frequency and breadth expanded dramatically under the USA Patriot Act, which was passed shortly after the Sept. 11, 2001 attacks. They are almost always accompanied by an open-ended gag order barring companies from disclosing the contents of the demand for customer data.
A federal court ruled earlier this year that the gag on Merrill’s NSL should be lifted.

One retired FBI agent says Donald Trump’s claims of seeing Muslim celebrations following the attacks on 9-11 are absolutely plausible.
Jim Burkett was an assistant special agent in charge with the FBI’s office in Boston during 9-11 and afterward. He says during that time the office received tons of phone calls from people who feared more attacks and others reporting suspicious activity.
Many of those calls, said Burkett, came from concerned and angry Americans reporting Muslim’s celebrating over the destruction of the twin towers and damage to the Pentagon. The calls were logged, reports were made and there were “stacks and stacks” of them, he said.
Burkett says somebody in the office began labeling them “Happy Muslim Calls.” Most of the calls he said were deemed unimportant and the agency didn’t see fit to initiate investigations.

With as many as 1,000 active cases, Fox News has learned at least 48 ISIS suspects are considered so high risk that the FBI is using its elite tracking squads known as the mobile surveillance teams or MST to track them domestically.
“There is a very significant number of people that are on suspicious watch lists, under surveillance,” Republican Sen. Dan Coats said.
Coats, who sits on the Select Committee on Intelligence, would not comment on specifics, but said the around-the-clock surveillance is a major commitment for the bureau. “The FBI together with law enforcement agencies across the country are engaged in this. It takes enormous amount of manpower to do this on a 24-7 basis. It takes enormous amount of money to do this,” Coats explained.
These elite FBI teams are reserved for espionage, mob violence and high-priority terrorism cases, like a joint terrorism task force case last June, where a 26 year old suspect Usaama Rahim, was killed outside a Massachusetts CVS. When a police officer and FBI agent tried to question him, the Boston Police Commissioner said Rahim threatened them with a knife, and was shot dead.
With at least a dozen agents assigned to each case, providing 24/7 coverage, this high level of surveillance reflects the severe risk associated with suspects most likely to attempt copycat attacks after Paris.
Weeks after a sharp rebuke from the White House, FBI Director James Comey is sticking to his claim that putting police under a microscope is leading to an uptick in crime.
On Thursday, Comey delivered remarks at an FBI field office in Kansas City, Mo., that echoed his previous concerns linking extra scrutiny on police to what he describes as a lack of enthusiasm to tackle violent crime.
“Hundreds of police officers and chiefs” have told Comey that the prospect of getting caught on camera and turned into a viral YouTube video have made them less willing to do their jobs, he said.
“’We are making arrests, we are doing our jobs,’” police tell Comey, he said, according to a pair oflocal news reports.
“’Where we are stepping back a little bit is at the margins, where we might otherwise have gotten out of our cars and talked to a group. We’re not doing that so much anymore because we don’t feel like being that guy in the video.’”
Following the Royals’ victory in the World Series this year, the FBI head used a baseball analogy to make his point.
If Major League Baseball decided to pay special attention to pitchers who throw inside and happened to hit a couple of batters, Comey explained, they would “move the ball a little closer towards the center of the plate.”
The FBI director has been seen as giving it credence. So has the head of the U.S. Drug Enforcement Agency. And Gov. Christie made his views clear last week, saying in a Fox News interview that “I absolutely believe it’s real.”
The subject of debate: the “Ferguson effect,” a theory that officers are responding to backlash by pulling back from proactive policing, potentially resulting in increased crime.
Christie, making a pro-law enforcement pitch in his Republican presidential campaign, has endorsed the theory, which detractors – including President Obama – say isn’t grounded in evidence.
Obama’s “rhetoric has not been supportive at all of the men and women in uniform around this country,” Christie said Monday at Camden County Police Headquarters. “And it’s his own FBI director who has said this type of conduct has made a chill wind go through law enforcement across this country.

Even as Hillary Clinton tries to put questions about her private email server behind her, the FBI has stepped up inquiries into the security of the former secretary of state’s home-made email system and how aides communicated over email, POLITICO has learned.
The FBI’s recent moves suggest that its inquiry could have evolved from the preliminary fact-finding stage that the agency launches when it receives a credible referral, according to former FBI and Justice Department officials interviewed by POLITICO.
“This sounds to me like it’s more than a preliminary inquiry; it sounds like a full-blown investigation,” said Tom Fuentes, former assistant director of the FBI. “When you have this amount of resources going into it …. I think it’s at the investigative level.”
The FBI declined to respond to questions about the scope of its ongoing work.
But POLITICO learned that around early October, the FBI requested documents from a company involved in the server arrangement after Clinton left State. It also interviewed a former high-ranking policy official at State about the contents of top Clinton aides’ emails.
The official, who spoke to POLITICO on condition of anonymity, said the questions explored whether anyone at State was concerned about classified information being put at risk by communicating via email. The source did not know of any such concerns.

Hillary Clinton appears to have overcome an investigation of her role in the 2012 deadly attacks in Benghazi, Libya, but she still faces a months-long FBI inquiryinto the handling of sensitive information while she was secretary of state.
The FBI’s Counterintelligence Division, which opened its review this summer after classified information was found in emails transmitted over Clinton’s private email server, is under pressure to act quickly, as Clinton is in the midst of running for the Democratic nomination for president in 2016.

The FBI has seized four State Department computer servers as part of its probe into how classified information was compromised on former Secretary of State Hillary Clinton’s private email system, according to people familiar with the investigation.
The four servers, which were located at the State Department’s headquarters building, were seized by the FBI several weeks ago. They are being checked by technical forensic analysts charged with determining how Top Secret material was sent to Clinton’s private email by State Department aides during her tenure as secretary from 2009 to 2013, said two people familiar with the probe. The people spoke on condition of anonymity because it is an ongoing investigation.
State Department spokesman John Kirby referred questions about the computer servers to the FBI. An FBI spokeswoman, Carol Cratty, declined to comment.
No other details about the servers, including whether they are part of the department’s classified system, or used for unclassified information networks, could be learned.
A spokesman for the Clinton campaign did not respond to an email request for comment.
Clinton has offered varying explanations for her use of a private email server, initially claiming she had done nothing wrong. Then, under pressure from critics, she said she was sorry people were confused by the practice, later admitting in early September that her use of a private email system had been a mistake.
The FBI has recovered personal and work-related e-mails from the private computer server used by Hillary Clinton during her time as secretary of state, according to a person familiar with the investigation.
The Federal Bureau of Investigation’s success at salvaging personal e-mails that Clinton said had been deleted raises the possibility that the Democratic presidential candidate’s correspondence eventually could become public. The disclosure of such e-mails would likely fan the controversy over Clinton’s use of a private e-mail system for official business.
The FBI is investigating how and why classified information ended up on Clinton’s server. The probe probably will take at least several more months, according to the person, who described the matter on condition of anonymity because the investigation is continuing and deals with sensitive information.
A review by Clinton and her aides determined that about half of the 60,000 e-mails she exchanged during her four-year tenure as secretary of state were of a personal nature, the presidential candidate has said.
Ridgewood NJ, As reported on this blog, Village Officials confirmed this month that an illegal dumping of construction materials took place behind Ridgewood’s composting facility on Lakeview Drive.
Village Manager Roberta Sonenfeld said a “couple of truckloads” of asphalt, concrete blocks and other construction material were discovered at Lakeview on July 14 during a regular inspection of the area. The debris was found behind a berm at the back of the facility.
Officials are not sure of the exact date of the dumping, but it is presumed to be sometime between the New Jersey Department of Environmental Protection’s (NJDEP) previous inspection in mid-June and the date of discovery.
