Ridgewood NJ,  the Ridgewood Board of Education once again appears to be pretending to be open to public input while their mind have already been made up on an issue .  The Board for years has stonewalled residents and has demonstrated that they are far more interested in placating their NJEA masters.  Lets face it a budget vote would remind residents every year that the school budget is 2/3 of their tax dollars and that at $110,000,000 it is an enormous . The Board appeared to be tone deaf and was also accused of violating the open public meeting act or at lest actively trying to circumvent it.  .

The preliminary 2018-2019 Ridgewood School budget exceeds the 2% annual property tax increase cap for the first time since the current cap was enacted.

The draft budget was accepted by three of the five board members. Two abstentions were noted by members who believe more can be done to reduce the overall expenditures.

Options to ameliorate budgetary pressures have been discussed, however, input from residents is critical in determining if those options will be used. It is imperative that members of the community participate in the process, attend the budget presentations and voice their opinions.

Four years ago, a majority of the BOE voted to move the school elections to November. Associated with that change was the removal of a vote on the annual school budget, provided property tax increases remained within the 2% cap required by law. This does not mean that voters cannot have an impact on the annual budget.

For the next five weeks, the Board is discussing the budget in a series of public budget meetings, the first of which is on April 3 at 7:00 at George Washington MS and another on April 16 at 7:00 at Benjamin Franklin MS. The Board also has regularly scheduled meetings on April 2 and April 23 at 7:30 in the Ed Center. These meetings are an opportunity for everyone in the Village to voice their thoughts directly to the Board and Superintendent.

After these presentations conclude, the Board will have a formal budget hearing and vote on the final budget on May 7.

We urge all concerned citizens to attend and engage.

Not having to place the school budget before the voters seems to mean that they now think they can do anything they want as there is no way to vote the budget down. That was a sneaky way to get control when all the town wanted was to save some money and get more voters out by combining the school board with a general election

Reader says Ridgewood School Budget Math Doesn’t Add Up

James, something doesn’t make sense here: When the Ridgewood teacher contract was approved last October, it put the district $2.5 million over the 2% property tax cap during the life of the three-year contract for teacher salaries alone which grow over 2.7% in year two and three of the contract and over 2.13% for the life of the contract. At the time Sheila Brogan explained that the amount was still above the 2% cap, necessitating certain cuts to be made to programs and personnel to make the district cap compliant and that the challenge of funding the contract “will require budgetary reductions next year that will result in changes to staffing and programming.” So what happened? This budget is a $4 million YoY INCREASE in spending. How is that a sign that the BOE has worked closely with Superintendent Fishbein to identify reductions that will have the least impact on the instructional programs and extra-curricular offerings? Looks like this budget adds to the budget above and beyond the $2.5 million three year excess just for teacher salaries under the new contract, how does this make any sense? Let’s hope this budget is voted down. It’s all about teacher salaries, not about our kids.

Dr. Fishbein Recommends Full-day Kindergarten
On March 7, Dr. Fishbein presented a recommendation to the Board on bringing full-day Kindergarten to Ridgewood. His proposal is to fund a full-day program through a tax increase approved by voters this November in a second question. The consensus of the Board is to proceed with this recommendation.

Dear Parent or Guardian:

In July, the Ridgewood Board of Education (RBOE) announced that contract negotiations with the Ridgewood Education Association (REA), which began in February 2015, were moving from official mediation through the NJ Public Employment Relations Commission (PERC) to the fact-finding stage, also through PERC.  Our first fact-finding session will be held on September 16, 2015.

During this time, the teachers and secretaries continue to receive their full salaries and benefits and work under the terms, conditions and protections of the expired contract that began on July 1, 2012, and ended on June 30, 2015.

It is important to remember that our teachers and secretaries are working within the contractually specified hours listed below and that drop-off and pick-up times at our schools must be followed:

Elementary schools:  8 a.m.-3:35 p.m.

PLEASE DO NOT DROP YOUR CHILD OFF PRIOR TO 8:35 A.M. AND PICK UP AT 3 P.M.

Middle schools: 7:45 a.m.-3:20 p.m.

PLEASE DO NOT DROP YOUR CHILD OFF PRIOR TO 7:45 A.M. AND PICK UP AT 2:55 P.M.

Ridgewood High School:  7:40 a.m.-3:15 p.m.

DROP OFF AND PICK UP WILL BE THE SAME

In addition, please understand that during this stage in the negotiations, teachers may decline to do some activities that fall outside of the contract.  For example, they may decline to chaperone overnight/after school field trips, decline to participate or volunteer in activities that they had in the past, or may adhere to the 7.5 hour daily contract hours by arriving and leaving on time each school day.  If any such actions occur that result in changes or cancellation of certain activities, school principals and other administrators will explain the reason why.

Many parents have offered to volunteer and take over these responsibilities.  Some activities can be sponsored or supervised by parents, while others can’t for various insurance and personal liability reasons.  Please see your principal for guidance.

While changes to activities may be an unfortunate reality during this period, it is important to stress that the RBOE and REA are working towards an agreement that satisfies both parties.  Throughout the State of New Jersey, negotiations are taking place between teacher associations and Boards of Education.  The vast majority of contract negotiations, almost 80 percent, are not completed prior to the expiration of the preceding contract.

Finally, if the fact-finder is unsuccessful in mediating an agreement, both parties will present their “case,” and a written report will be prepared that will be made public 10 days after they receive his non-binding findings.

Readers asks why No Outrage over Teacher Pay and Benefit Packages Similar to the Outrage over Public Safety Employees Wages and Benefits ?

You would think he would be all over this discussion with his crying and complaints about Teachers pay, benefits and pensions.

Where is his vitriolic claim that the “Union Thugs” in the NJEA are destroying the state? Why have we not seen his post on this discussion that because of the NJEA Union Thugs businesses are leaving the N.J. and so are residents!

And how many times did we hear  “N.J. Has the highest Property Taxes in the Country” because of the Public Safety wages and benefits, and lets not forget pensions? Shouldn’t he be here making the same claim about the BOE budget?

I will tell you why we hear crickets and nothing from him on this discussion, he doesn’t care about the BOE budget. That isn’t important to him. What is important to him is vilifying Public Safety employees, specifically Police and Firefighters. That’s what he is all about, nothing less and nothing more.

Ridgewood school district’s business administrator resigns

Michael Falkowksi, the district’s business administrator, is resigning after just over one year working at 49 Cottage Place, the Ridgewood Board of Education (BOE) headquarters.

Falkowski’s resignation, effective Aug. 22, was part of the consent agenda during a BOE meeting on Monday, July 21.

“I know that your long commute was an issue,” said Board President Sheila Brogan after thanking Falkowski for his work.

Falkowski was hired in April 2013 and began his tenure on July 1, 2013, putting his total time in the district at one year, one month, and 21 days; or 10,008 hours, or 600,480 minutes.

Falkowski did not offer comment during the meeting about his resignation and declined to comment after the meeting. He would not answer questions about the reason behind his resignation or about future employment. Falkowski did not return additional phone calls or emails seeking comment during the week.

2014-2015 Budget Information
Taking effect this year, the Ridgewood Board of Education has opted to move the annual school board elections from April to November, thereby eliminating the public vote on the proposed general tax levy if it is at or below the statutory tax levy cap. Since next year’s proposed budget falls within the mandated cap, it will not be put to public vote.
 
The Board approved the 2014-2015 budget at its April 28 Regular Public meeting.
