
Secret Curriculum? Nonprofit with Alleged Hamas Ties Pushes ‘Inclusivity’ Guides into Public School Classrooms

Washington DC, Corruption Chronicles Alert – A major controversy is erupting in the American education system as a prominent Muslim advocacy organization, the Council on American-Islamic Relations (CAIR), establishes partnerships with public schools in states like Pennsylvania and Delaware under the guise of promoting “inclusivity.”
Alarm bells are sounding from watchdogs and members of Congress who point to CAIR’s documented history, including its designation as an unindicted co-conspirator in the largest terrorism-financing case in U.S. history involving the Hamas front group Holy Land Foundation.
From Terror Finance Allegations to the Classroom
Founded in 1994 by individuals linked to the American propaganda wing of Hamas (then known as the Islamic Association for Palestine), CAIR has long been a subject of controversy. Judicial Watch’s Corruption Chronicles blog reports that despite its deep roots in the Islamic jihad movement, the group has successfully expanded its influence into American public life, securing taxpayer funds and even influencing federal anti-terrorism policy.
Notably, during the Obama administration, CAIR pressured the FBI and other law enforcement agencies to purge anti-terrorism training materials deemed “offensive” to Muslims—a scandal uncovered and documented by Judicial Watch.
Now, the group is focusing on younger minds in K-12 classrooms, introducing educational guides that critics warn seek to subtly embed a pro-terrorist and anti-Israel worldview into public school curricula.
The Controversial Educational Guides
The materials CAIR is utilizing in its public school outreach include:
- “An Educator’s Guide to Islamic Religious Practices”: This guide defines jihad not as violence committed in the name of Islam, but exclusively as an internal struggle to become a better person. It also asserts that the oppression of Muslim women is not tied to the religion, but to local customs and traditions.
- “Remembering and Reflecting: Teaching September 11, 2001 in Diverse Classrooms”: This teaching resource instructs educators to avoid what it calls “inaccurate and inflammatory” terms like “Islamic terrorists,” “jihadists,” or “radical Islamic terrorists” when discussing the 9/11 attackers. The stated goal is to avoid associating the crimes with Islam. Furthermore, the guide advises that discussions on the aftermath of 9/11 (such as the Iraq war, Afghanistan invasion, and Guantanamo Bay) must include discourse on bigotry and hate crimes against Muslims and Arabs.
Senator Cotton Demands Federal Investigation
The controversial school partnerships have prompted a stern, nationwide warning from Washington. Veteran Republican lawmaker Senator Tom Cotton of Arkansas has sent a letter to U.S. Secretary of Education Linda McMahon demanding an investigation.
Senator Cotton highlights CAIR’s alleged deep ties to terrorist organizations and its public support for Hamas’s activities. He writes:
“Such an organization should never have access to our nation’s children… CAIR’s history makes it clear that its influence will be detrimental and possibly illegal.”
The legislator urges the Department of Education to ensure that CAIR is immediately prevented from using its access to push what he labels a “radical, pro-terrorist, anti-Israel ideology on American schoolchildren.”
