NOTICE TO BIDDERS

Sealed bid proposals will be received by the Village of Ridgewood, in the Level Three (3) conference room at the Village Hall, 131 North Maple Avenue, Ridgewood, New Jersey, 07450 on Thursday, January 31, 2013, at 11:00 A.M., prevailing time, and then publicly opened and read aloud for the following:

“Graydon Pool Sloped Entry”

The work of the Contract shall consist of the construction of a concrete sloped entry ramp meeting American’s With Disabilities Act requirements into the Village of Ridgewood’s Graydon Pool. Principal items of the work include, but are not limited to the following: approximately 80 square yards of concrete pathway, a set of concrete steps, hand railings, concrete edge protection, field stone work with re-pointing, and construction of a small concrete structural wall in accordance with the technical specifications and drawings in the bid documents.

Specifications and bid forms may be obtained by mail from the office of the Division of Engineering, 131 North Maple Avenue, Ridgewood, New Jersey 07450 for a non-refundable fee of $25.00 per set of bid documents. Documents may be examined or picked up in person between the hours of 8:30 a.m. and 4:30 p.m. at the Village Hall, 131 North Maple Avenue, Ridgewood, New Jersey 07450, Monday through Friday. Prospective bidders requesting bid documents be mailed to them shall be responsible for providing their own postage/delivery service remuneration. No specifications and/or proposal forms shall be given out after 4:30 p.m. on Tuesday, January 29, 2013.

The contractual obligation of the Village of Ridgewood under this Contract for these items is contingent upon the availability of appropriated funds from which payment for this Contract can be made.

Prices quoted must be net and exclusive of all Federal, State and Local Sales and Excise Taxes. Bids may be submitted in person or by mail, addressed to the Office of the Village Clerk. The Village assumes no responsibility for loss or non-delivery of any bid sent to it prior to the Bid opening.

Each bid must be enclosed in a sealed envelope with the name of the bidder thereon and endorsed, “Graydon Pool Sloped Entry” and must be accompanied by a certified check, cashier’s check, or Bid Bond (Schedule B), drawn to the order of the Village of Ridgewood for ten (10%) percent of the amount bid or $20,000.00 whichever is less; a Consent of Surety (Schedule A); a Corporation or Partnership Statement (Schedule C); a Non-Collusion Affidavit (Schedule D); and a Statement of Responsibility (Schedule E). Any award or partial awards may be made at a later or subsequent time or meeting of the Village Council. All required schedules, that is Schedule A, B, C, D, E, and F, shall be submitted on the forms attached to the bid documents. No other forms will be accepted.

The successful bidder shall comply with all applicable provisions of the Prevailing Wage Act, as determined by the New Jersey Department of Labor. All contractors, their subcontractors, and material suppliers shall comply with all applicable provisions of the Public Works Contractor Registration Act, pursuant to Public Law 1999 Chapter 238 and the Contractor Business Registration Program, pursuant to Public Law 2004 Chapter 57. Evidence of satisfactory registrations shall be submitted at the time of the bid. All bids submitted shall contain a copy of the bidder’s New Jersey Business Registration Certificate and a copy of the Certificate of Employee Information Report.

The successful bidder shall furnish and deliver to the Village of Ridgewood a performance and payment bond (Schedule F) in the amount of 100 percent of the accepted bid amount as security for the faithful performance of the Contract. Additionally, the successful bidder shall furnish policies or Certificates of Insurance required by the Contract. In default thereof, said checks and/or bid bond and the amount represented thereby shall be forfeited to the Village of Ridgewood as liquidated damages, not as a penalty.

Proposals submitted by Bidders and/or Bidder’s Insurance Company(is) not chartered in the State of New Jersey, must be accompanied by proper certificate(s) from the Secretary of State, indicating that such Bidders, Bidder’s Insurance Company(is), and/or Surety Company(is)’s is (are) authorized to do business in the State of New Jersey. The Village of Ridgewood reserves the right to reject any or all bids, to waive any informalities or to accept a bid which, in its judgment best serves the interest of the Village. No bids may be withdrawn for a period of sixty (60) days after the date and time set for the opening of bids.

“BIDDERS ARE REQUIRED TO COMPLY WITH THE REQUIREMENTS OF N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27). A complete statement as to these requirements is included in the specifications.

And the American genocide continues, with 333,964 murders in 2011. That’s the figure proudly released by Planned Parenthood Federation of America in their report delineating how many abortions they performed in fiscal 2011. Doing some simple math reveals that the number of abortions performed equates to one abortion every 94 seconds.

And Planned Parenthood can be pleased with their progress: the number of abortions they performed in 2011 was up from 2010, when they snuffed out 329,445 lives. And the U.S. government can carry the banner high with the abortion provider; Planned Parenthood received $542.4 million in “government health services grants and reimbursements,” including “payments from Medicaid managed care plans.”

Planned Parenthood isn’t hurting. Its assets total $1,244.7 billion.

Ridgewood NJ, The Bolger Fitness Center (BFC), a program of the Ridgewood YMCA and YWCA Bergen County, will kick off its next two month “Be the Winner” program on January 28, 2013. This comprehensive program provides the fitness instruction, nutrition strategies and community support needed for healthy and successful weight-loss. Since “Be the Winner” was launched in 2010, 35 participants have lost a total of 288 pounds.

All participants will meet on Monday, January 28 for weigh-ins and a group session with a Registered Dietician. The program features eight 30 minute sessions with a certified personal trainer; sixteen 60-minute group exercise classes during weeknights with fellow participants; a follow-up group session with the Registered Dietician and ongoing health and wellness support via email; plus access to over 70 free fitness classes, strength and conditioning gym and lap swimming. The winner (determined by largest percentage of body weight lost at the end of the program) receives a healthy gift basket and choice of a 3-month BFC membership; three one-hour personal training sessions; or three one-hour massages.

Ridgewood NJ , Shorty before 2 p.m. on Wednesday, a pedestrian crossing Franklin Avenue at the intersection of North Walnut Street in Ridgewood was struck and injured by the the driver of a late model Volvo station wagon that was traveling eastbound on Franklin Avenue.

The victim, a 54 year old female, was transported by ambulance to The Valley Hospital in Ridgewood for injuries reported to be non-life threatening.

The driver was issued a summons for failing to yield to a pedestrian in a crosswalk.  Responding were Ridgewood PD, Ridgewood EMS, and Ridgewood FD personnel.

Ridgewood NJ,  A Ridgewood physician formally charged with stockpiling large amounts of highly volatile chemicals primarily used for making bombs has had his license to practice medicine temporarily suspended.

Today the New Jersey State Board of Medical Examiners announced the temporary suspension of Dr. Roberto E. Rivera’s medical license.

Rivera was arrested back November and remains incarcerated at the Bergen County Jail on $1 million bail and currently faces charges of possession of large quantities of bomb-making materials and having multiple unlicensed  assault weapons in his possession .

The temporary suspension will remain in effect until the board reviews the outcome of his criminal case. Rivera has a right to appeal the board’s decision.

In November.Ridgewood police had initially responded to the home after receiving a report that potentially hazardous materials might be at the residence. The Bergen County Prosecutor, John Molinelli, called at least one of the chemicals “highly volatile,” but authorities did not disclose the names or nature of the chemicals found in the house. Rivera was active in the the Occupy Wall Street movement which is a breeding ground for Marxist Revolutionaries that hide behind the Anarchist label , but prosecutors have yet to offer a motive in the case, and have not said what exactly Rivera was planning to do, or whether he was working alone or with a group.

Ridgewood NJ, Valley Electrophysiologists are the First in Northern New Jersey to Use Newly Approved Implantable Defibrillator That Does not Require a Lead That Connects Directly to the Heart

January 3, 2013 — Although implantable cardioverter-defibrillators (ICDs) have been used for decades to safeguard patients at risk for experiencing sudden cardiac arrest, their major drawback has been the electrodes (“leads”), which can break, become infected, or injure the heart and surrounding blood vessels.

A new ICD that is implanted entirely under the skin (subcutaneous) is now available at The Valley Hospital, the first in northern New Jersey and one of only three hospitals in the tri-state area where this revolutionary device is available to patients deemed at high risk for sudden death due to a heart rhythm disorder (arrhythmia).

The S-ICD differs from traditional ICDs in several important ways, most notably:
• The S-ICD is inserted with a single lead near the heart, leaving the heart and surrounding blood vessels free from intrusive devices.
• The procedure to implant the S-ICD is less invasive.
• Because no leads enter the heart or blood vessels, there is less risk of common ICD complications such as blood clots or infections.

“The S-ICD® is the world’s only subcutaneous ICD, and it represents a major step forward in the evolution of defibrillator technology,” says Mark W. Preminger, M.D., director of implantable devices at the Valley Arrhythmia Institute.  “We are delighted to offer this advanced breakthrough in arrhythmia treatment to our Valley Hospital patients.”

In late November, 26-year-old Kevin Taylor Sisti became the first patient at Valley to receive the new S-ICD after a lead in his previously implanted traditional ICD fractured. Electrophysiologists at the Valley Arrhythmia Institute were among a select few in the United States to have first use of the S-ICD based on their vast experience, expertise, and research in the diagnosis and treatment of patients with arrhythmias.  They have since implanted several other S-ICD devices.

An ICD delivers an electrical shock to a heart that beats too fast (ventricular tachycardia) or quivers uncontrollably (ventricular fibrillation).  The shock jolts the heart into resuming its job of pumping blood to the rest of the body. An S-ICD provides the same protection from sudden cardiac arrest as other ICDs but without a lead that sits within the heart and without the need for fluoroscopic (X-ray) guidance to implant it into the patient.  In research studies, it has proven to be 100 percent successful in treating severe arrhythmias.

“The ICD lead has long been considered the Achilles’ heel of ICD systems,” says Suneet Mittal, M.D., director of the Valley Arrhythmia Institute’s Electrophysiology Lab, who was instrumental in bringing the S-ICD to the hospital.  “For some patients, the fear of lead-related complications has kept them from proceeding with ICD therapy that would otherwise be potentially lifesaving.  In others, the condition of their blood vessels would have made it impossible to implant an ICD. The new S-ICD removes these barriers and opens up this technology to more patients who otherwise would not have received an ICD.”

Research has also shown that the S-ICD can distinguish between a normal heart rhythm and an abnormal one twice as accurately as a standard ICD.

“Patients may be spared unnecessary shocks with an S-ICD,” states Dr. Preminger.  “This technology will likely become the treatment of choice for many patients receiving defibrillators; however, not all such patients are candidates for the S-ICD.  Patients who require concomitant pacemaker therapy or heart failure therapy will still require conventional devices.”

According to the Heart Rhythm Society, sudden cardiac arrest is the leading cause of death in the United States, claiming more than 350,000 children, teens, and adults per year.  Without immediate emergency care, death follows within minutes.  Approximately 92 percent of those who are stricken do not survive.

The S-ICD is placed under the skin using small incisions instead of through the blood vessels near the heart.  An S-ICD has two components: a pulse generator placed under the left arm, which powers the system, monitors heart activity, and delivers a shock if necessary; and an electrode that sits alongside the heart, senses the cardiac rhythm, and delivers shocks when necessary.  Neither component touches the heart or surrounding blood vessels.

Sisti, of North Haledon, was born with a congenital heart defect called transposition of the great arteries.  His aorta and pulmonary artery, which carry blood to and from the heart, were switched and required surgery when he was just 3 months ago.  At age 15, he received his first ICD to guard against sudden cardiac arrest and a pacemaker to regulate his heart beat.  A second ICD was implanted when he was a freshman in college.  When one of the second device’s leads broke and required removal, he became the ideal candidate for Valley’s first S-ICD.

After an overnight stay following the implantation procedure, Sisti returned home and was back to work within one week.

“The S-ICD is more comfortable, and my recovery was easier than with the other ICDs,” he says.  “I feel safe that this device will save my life if my heart needs the shock.  Tests showed I no longer need a pacemaker.”

For the next year, Sisti will return several times to Valley for an evaluation of the device.  As of yet, an S-ICD cannot be checked transtelephonically (over a telephone connection) as current ICDs can be.  But that is probably just a matter of time, says Dr. Preminger.

“ICD technology has improved in leaps and bounds since first introduced in 1985 and has saved countless lives,” says Dr. Preminger.  “The S-ICD opens up the device’s potential for even more lives to be saved.”  Despite this, it may not be well suited for every patient at risk for sudden cardiac arrest. It cannot pace the heart so some patients with heart failure or those with a slow pulse will still need a conventional defibrillator with pacemaker capabilities.

Both Drs. Preminger and Mittal point out that those who may be well-suited for an S-ICD include patients with congenital heart disease; those with blood vessel complications that would preclude them from receiving a traditional ICD, such as patients on hemodialysis for kidney failure; and patients whose lifestyle involves repetitive activities that place stress on ICD leads (such as weightlifting and swimming).

Aronsohn played both sides of every issue in the election. He promised CRR he’d stop the Valley expansion so they supported him. Then he “aligned himself” with pro-development, pro Valley hospital expansion candidates. He got votes from both sides of the issue!

He promised more money for the library, more money for special needs, and better snow/garbage and leaf removal. Who would say that the library is not important? No one. Bam! Got their votes. Who would speak out against people with special needs? Bam! There’s another sympathetic group to back him.

Who doesn’t want lower taxes and better leaf/snow removal in this village? Bam! Got them too. It also doesn’t hurt to get some backing from the Democratic party – an unprecedented move to partisan politics in Ridgewood. His win was disingenuous.

Ridgewood NJ, Thieves Target GPS in parked vehicles in Ridgewood , Ridgewood police report that on January 4, 2013 a Ramsey resident reported that while he was at The Valley Hospital he valet parked his vehicle. When he was on his way home he found that his Garmin GPS had been stolen. The matter is under investigation by the Ridgewood Detective Bureau.

And on January 5, 2013 a Shelbourne Terrace resident reported that during the night her vehicle was entered and cash and a GPS were stolen. The matter is under investigation by the Ridgewood Detective Bureau.

Make sure car doors are locked and keep valuables and removable electronic devices out of sight when parking anywhere .

A local developer presented conceptual plans Monday night for a sprawling luxury apartment and retail campus to be built atop the former Ken Smith Motors dealership in Ridgewood.

The preliminary design of the Ridgewood Station proposal, developed by the Wood-Ridge-based Dinallo Construction Corp., includes the construction of 114 luxury units and roughly 7,250 square feet of retail space at the northwest corner of Franklin Avenue and Chestnut Street. The development, bordered on the west by NJ Transit’s commuter railway, also boasts 166 “hidden” parking spaces, 22 of which are designated for retail patrons.

The proposed development is the fourth downtown housing plan to officially come into public light. Long rumored to be the location for development even before the auto dealership closed last fall, the Ridgewood Station now joins the Enclave, the Dayton and Chestnut Village as proposals that, if constructed, will forge a dramatic change to the face of the Central Business District (CBD).

The Dayton, which would be located at South Broad Street on the former Brogan Cadillac property, comes with 106 units, while the Enclave and Chestnut Village have approximately half the number of apartments.

Attorneys and architects pitched Ridgewood Station to the Planning Board this week and requested the creation of a transit village district, a form of overlay zone. In general, an overlay zone gives flexibilities to a municipality, allowing a town to protect certain areas while encouraging and discouraging specific types of development.

It has taken some 80 years, but a dream of Thomas Edison’s—to harness the power of the sun—is coming to greater fruition in New Jersey.

Public Service Electric & Gas Co., the state’s largest power supplier, is nearing completion of a program to mount 175,000 solar panels on utility poles along highways and residential streets. Those involved with the $200 million project say it’s the largest installation of its type in the world.

The last of the 3-by-5-foot solar panels—which weigh about 25 pounds and are mounted on angles part-way up the poles to maximize exposure to the sun—is scheduled to be installed in early April. The panels were going up at a rate of 300 a day until Sandy interrupted the process. Some 120 solar poles were damaged by the storm, according to utility spokesman Michael Jennings.

The combined energy generated by the panels, 40 megawatts, would be able to power more than 6,000 homes, according to the utility.

“The beauty of the panels is that there are no capital costs—we already own the poles,” said Ralph LaRossa, president and chief operating officer of PSE&G, a unit of Public Service Enterprise Group.

The company also is building solar farms on the sites of abandoned factories, brown fields and closed landfills.

CENTENNIAL — Aurora police seized four prescription bottles and immunization records when they searched theater-shooting suspect James Holmes’ apartment in July, according to newly obtained filings in the murder case against Holmes.

The disclosures come in a back-and-forth between prosecutors and defense attorneys over whether those items should be subject to doctor-patient confidentiality. The judge ultimately ruled in October that prosecutors could keep the items.

Holmes is charged with 166 counts of murder, attempted murder and other offenses in the July 20 shooting rampage at an Aurora movie theater that left 12 dead and at least 58 injured.
