
A Major Transformation: High-Density Housing and Retail Proposed for Former BMW Site in Woodcliff Lake

Wood cliff Lake NJ, A massive redevelopment project is on the horizon for Woodcliff Lake. The former BMW North America headquarters on Chestnut Ridge Road is being eyed for a mixed-use community that could bring hundreds of new residential units, retail space, and a public park to the borough.
Russo Development, a Carlstadt-based firm, is proposing a significant overhaul of the vacant 20-acre property. While the plan is still in its early stages, it represents a potential investment of up to $300 million and a major shift for the area.
What’s in the Plan? A Look at the Proposed Development
The proposal outlines a comprehensive plan designed to create a vibrant, high-density community. The project includes:
- Residential Units: A total of 370 residential units are planned, with a mix of apartments, condominiums, and townhomes. This includes 26 supportive housing units and a total of 74 affordable housing units, which would help the borough meet its state-mandated obligation.
- Amenities: Residents would have access to a variety of modern amenities, such as rooftop pools, fitness centers, lounges, and terrace gardens.
- Retail and Public Space: The plan calls for at least 9,000 square feet of retail space, which could include outdoor dining, beer gardens, and rooftop bars. A public park of at least half an acre and a walking trail around the perimeter of the property are also included.
- Parking and Infrastructure: The proposal addresses parking with dozens of new spaces, including dedicated bicycle parking and electric vehicle charging stations. The development would also involve building new infrastructure, such as piping and water connections.
PILOT Program and Next Steps
To help finance the project, Woodcliff Lake Mayor Carlos Rendo stated that the development would likely receive a Payment in Lieu of Taxes (PILOT) agreement. A PILOT allows the developer to pay a percentage of their rental income to the municipality, which can often generate more revenue for the town than traditional property taxes.
The next critical step is for the borough to adopt a redevelopment plan for the site. This would supersede the old zoning laws, which only permit office use. This process has taken years in other towns, such as Wayne, where the former Toys R Us headquarters was rezoned.
Local officials will hold a public hearing with the developers on September 16 at 7 p.m. at the Tice Senior Center (300 Chestnut Ridge Road) to discuss the plan.
While the project offers significant opportunities, it has faced some public concern. Residents have raised issues about potential traffic, the impact on local schools, and the addition of affordable housing. However, as Mayor Rendo noted, the town is bound by state law to meet its affordable housing obligations, and this development could be a way to address that need.
