16-Month Investigation Leads to Charges in Rochelle Park “Targeted” Shooting Case

Rochelle Park NJ, A year-and-a-half-long investigation into a chilling 2024 shooting has culminated in major charges against four individuals. Bergen County Prosecutor Mark Musella announced the breakthroughs this week, revealing a complex web of conspiracy, death threats, and “organized street crime” centered in Rochelle Park.

The Night of the Attack: Shots Fired on Marion Avenue

The case dates back to the evening of November 22, 2024. Residents near Marion Avenue were rocked by the sound of gunfire at approximately 8:13 p.m. When Rochelle Park Police arrived, they found a vehicle riddled with bullets—but it was what they found on the windshield that turned the case into a high-priority investigation.

Beside the bullet holes in the glass sat a written death threat. The note explicitly threatened the life of the intended victim, as well as their close friends and family members.

The “Mastermind” and the Conspiracy

Detectives from the Bergen County Prosecutor’s Office Special Investigations Squad spent 16 months untangling the plot. Their findings suggest the shooting wasn’t a random act of violence, but a coordinated hit:

  • The Organizer: Authorities identified Ruan G. Rodrigues-Monteiro (31, formerly of Bloomfield) as the individual who allegedly organized and coordinated the shooting.

  • The Accomplices: Three others—Rafaela R. Almeida (28), Ryoma M. Johns (25), and Igor Gomes Espindola DaSilva (30)—are accused of conspiring to possess the weapon and carry out the threats.

  • The “Hired Gun”: Despite the arrests, the actual shooter remains unknown. The investigation determined the shots were fired by an unidentified suspect coordinated by the group.

Charges and Arrests

The legal fallout for the group is significant:

  • Rodrigues-Monteiro faces a first-degree charge of Promotion of Organized Street Crime. He was served his complaint while already in state prison on unrelated charges.

  • Almeida and Johns were arrested in Newark on March 5, 2026, and charged with second-degree conspiracy to possess a weapon for an unlawful purpose.

  • Igor Gomes Espindola DaSilva remains a fugitive from justice.
