UPDATE ON SALE OF 2019 ANNUAL RIDGEWOOD PARKING PERMITS (RPP)

Ridgewood NJ, The 2019 Annual Commuter (Ridgewood Parking Permits – RPP) are currently for sale at the Reception Desk in the lobby of Village Hall, Monday through Friday, 8:30 a.m. to 4:30 p.m., except holidays.  All applicants must bring their driver’s license and vehicle registration(s) for car(s) they wish to list on their permits, as the RPPs allow up to 3 cars on each hang tag.  The RPPs allow commuters to park in designated Ridgewood parking lots without having to pay the parking meters.  The following is a summary of the Ridgewood Parking Permits (RPPs) and their prices:

Premium RPP – $1,300 annual fee – ALMOST SOLD OUT – A maximum of 155 Premium RPPs will be sold, on a first come, first served basis.  There are only 33 Premium RPPs left to be sold – This permit allows Ridgewood residents to park in the Train Station lot, Prospect Street lot, and all Ridgewood lots, including Route 17 Park and Ride lot.  A Premium RPP may not be used in the Hudson lot.

Hudson Lot Permit – $1,300 annual fee – allows Ridgewood residents to park in the Hudson parking lot only, with a guaranteed parking space.  When the Hudson parking lot is closed, due to the construction of the parking garage, those residents with a Hudson parking lot permit will participate in a ride share program, through December 31, 2019.  Residents who purchase Hudson parking lot permits must purchase a premium Ridgewood parking permit at the end of 2019 in order to continue to participate in the ride share program until the parking garage opens in 2020.  Hudson Lot permit holders may use their permits in any lot on Saturdays.

Non-Premium RPP – $975 annual fee – allows Ridgewood residents to park in Chestnut Street lot, North Walnut Street lot, Cottage Place lot, and Route 17 Park and Ride lot. 

Park and Ride RPP – $975 annual fee – this price is for both Ridgewood residents and
non-residents, and allows parking in the Route 17 Park and Ride lot.

Non-resident RPP in Central Business District – $1,950 annual fee – allows non-residents to park in the Cottage Place lot.

Ridgewood Resident Commuter Sticker – Free – All Ridgewood resident commuters who wish to park at the train station must bring in their driver’s license and vehicle registration(s) to obtain a free Ridgewood Resident Commuter sticker.  Free Ridgewood Resident Commuter stickers will also be issued to all Ridgewood residents purchasing RPPs and the Hudson Lot permit.

The Village will accept checks, cash, or credit cards (with a 3% transaction fee to the user) for payment.

There are also Central Business District (CBD) Employee stickers and hang tags that may be purchased by those who work in the CBD and allows parking at designated meters in the North Walnut Street and Cottage Place lots.

Ridgewood Police Chase Down Stop & Shop Shoplifters

Ridgewood NJ, the Ridgewood Police report that on December 21st, patrol units were dispatched to 175 Franklin Avenue on a report of a shoplifting in progress involving multiple actors. Upon arrival a witness reported observing two actors fleeing towards North Walnut Street. Patrol began to search the area and located both actors who fled on foot. The parties were apprehended and arrested by patrol. The stolen property was also recovered. A 38 year-old male from Union Township, N.J. was charged with shoplifting and the obstruction of administration of law and the second arrestee, a 46 year-old male from Paterson, N.J. was charged with shoplifting and the obstruction of administration of law. Both arrestees were served with a copy of the warrants and transported to the Bergen County Jail.

This followed and earlier incident when Ridgewood Police officers took four (4) individuals into custody during a motor vehicle traffic stop made in connection with an alleged attempted shoplifting at the Stop & Shop, 175 Franklin Avenue, Ridgewood on Wednesday afternoon, 12/19. The traffic stop was affected by Glen Rock PD officers at the intersection of Glen Avenue and South Maple Avenue in Glen Rock. Police at the scene did not reveal the exact nature of criminal charges, if any, pending, or to be made, against the four (4) adults who were being detained.

No Injuries Reported in Collision at Franklin and North Walnut in Ridgewood

Ridgewood NJ, No injuries were reported in a two (2) vehicle, Friday afternoon, 12/28, collision at the intersection of Franklin Avenue and North Walnut Street, Ridgewood in which the driver’s side door of a 4-door BMW was ripped off of its hinges. Ridgewood Police, Ridgewood EMS, and RIdgewood Fire Department responded to the incident. Both vehicles involved were towed from the scene. No summonses were issued by Ridgewood Police.

There is a constitutional obligation for municipalities in New Jersey to foster some degree of affordable housing

Ridgewood NJ, it seems many in Ridgewood are unaware of the so called Mount Laurel doctrine, the Mount Laurel doctrine is a controversial judicial interpretation of the New Jersey State Constitution. The doctrine requires that municipalities use their zoning powers in an affirmative manner to provide a realistic opportunity for the production of housing affordable to low and moderate income households.

The doctrine takes its name from the lead case in which it was first pronounced by the New Jersey Supreme Court in 1975: Southern Burlington County N.A.A.C.P. v. Mount Laurel Township (commonly called Mount Laurel I), in which the plaintiffs challenged the zoning ordinance of Mount Laurel Township, New Jersey, on the grounds that it operated to exclude low and moderate income persons from obtaining housing in the municipality.

In 1985 the New Jersey Legislature responded by passing the Fair Housing Act. Accepting the premise that there was some constitutional obligation for municipalities to foster some degree of affordable housing, this legislation created an administrative agency, the Council on Affordable Housing (COAH), to establish regulations whereby the obligation of each municipality in terms of the number of units and how the obligation could be satisfied.

Village Negotiates A Realistic Affordable Housing Plan

Ridgewood NJ, the Village of Ridgewood has negotiated a pending settlement that outlines what the village’s obligation is, in terms of units of Affordable Housing of 55 instead of 838 ,  all to have been located in the Central Business District.

Wanting immunity from potential developers’ lawsuits, the village is proposing to increase the density of some zones and to create a redevelopment plan for The Valley Hospital site.

Instead of the courts forcing 838 units on the Village of Ridgewood , the Village will adopt a new amended zoning with redevelopment in mind, creating affordable housing opportunities.

This means that increasing the permitted density in the B1 and B2 downtown districts by six to 18 units per acre and North Maple/Goffle Avenue B2 districts to permit 12 and 20 units per acre. In addition, an AH3 district will be created with graduated 14 to 18 units per acre density near Racetrack Road and Route 17.

There will also be a mandatory set-aside ordinance for incoming development to include 20 percent affordable units if the project obtains a use variance. All these increased densities are far lower than the high density housing the Aronsohn Administration agreed to for the Central Business District.

Ridgecrest Apartments – 12 units
Woodside Gardens – 4 units
Broadway Condominiums – 4 units

Approved development projects

KS Broad – 9 off-site affordable (provided at Enclave), 60 market-rate units
The Enclave – 6 affordable, 39 market-rate units
Ridgewood Dayton – 14 affordable, 93 total units
Two Forty/Chestnut Village – 7 affordable, 43 total units ( this is being disputed by owner )

The village council has shown no regard for rising taxes and in fact has only acted to ensure they will continue to go up. The garage will eventually need property taxes to pay the million dollar annual gap between expense and parking revenue. With high density housing our schools will be overloaded forever and that budget will only grow by large numbers. $15 min wage will crush all CBD businesses and that will lower tax receipts there, a gap higher local property taxes will have to cover. As housing sales on the highest property tax homes in town see price erosion the lower assessments will get covered by…higher local property taxes. Meanwhile, the village spends like fools and hikes fees everywhere.

OK Miss side the village on the old taxi stand building there’s a small office at the first floor on Broad Street that the police department can utilize and park one or two cars right in the front for rapid response. Think about it

Ridgewood NJ, The Village’s Parks Department employees are cutting up the trees which they take down into logs, andoffering them to Ridgewood residents for free at the Recycling Center, on a first come, first served basis.  We ask that you be please becourteous to fellow residents by leaving some for their use.

This saves the Village money, because we don’t have to pay to dispose of the trees which are cut down, and it also provides residents with freefirewood for their homes.  You may pick up the logs at the Recycling Center, during their regular business hours.

Agreed, it is frustrating and costly when the turf has to be cleaned and repaired after flooding. But, remember, when those fields were grass the “Stadium” was used a maximum of a dozen times a year. 5 or 6 home football games and a couple of lacrosse games. And of course graduation. The field was so bad that visiting teams threatened to file official complaints and refuse to play on the field. Stevens was a glorified parking lot and nothing took place on that field besides RHS football practice and adult softball. Both of those fields are now in constant use. RHS Varsity and sub varsity sports (Football, soccer, lacrosse,) are on them almost non-stop during the afternoons and youth sports utilize them in the evenings and weekends almost non-stop as well. The result has been much improved conditions on the grass fields in town as most of the pre-season and poor weather “days” events are conducted on the turf fields and the grass fields are closed. If you look at if from the angle of cost per use, it isn’t even close even with the repair costs. The fields are much more “productive” and we’re not spending money on seed, weed killer, fertilizer, and labor for cutting and maintaining those fields. I’m not saying it is a wash but the total cost difference probably isn’t as great as you think.

Schedler, Habernickel, and Citizens are all Village owned fields. Might be fun to try and get the Village Council to step up and spend some money on any of those fields. They haven’t spent squat on maintaining Maple Park and now that field is going to have to be replaced. They can’t even agree on the simplest things, how would they even consider spending money on new fields?

One question I would ask. What ever happened to the dredging program that was begun a couple of years ago? Was it completed? I don’t recall seeing any “work” done near Graydon or down by Stevens or RHS. Multiply 2 or 3 feet of dre

The REAC issued a study claiming : “Perhaps the most important environmental benefit at Maple Park is the improvement of the storm water runoff management in the flood plain (this will be discussed in more detail on page 21). According to the Department of Parks and Recreation’s records,the peak storm water runoff into the Ho-Ho-Kus Brook was reduced over 95% for a “2-year storm” event and over 94% for a “ 10-year storm” event.In fact, today the peak runoff in a “10-year storm” event is 72% lower than it was for a “2-year storm” event with the previous non-engineered natural grass surface and water capture/drainage system .

Several readers have since wondered if with the addition of the turf at Maple, the turf at Stevens and RHS Stadium are we simply over whelming the HoHo Kus Brooks ability to carry water down stream  , especially given that the Village is not the only town with turf fields along the its banks .
