ALLENDALE — The borough’s contract for United Water to operate its water system has cleared its final hurdle, Mayor Vince Barra said.

The state Board of Public Utilities has voted unanimously to approve an agreement that will take effect Aug. 1.

United Water will take over billing on Aug. 11, he said, adding that questions about prior bills should still be directed to the borough.

The borough will continue to set water rates during the five-year contract.

“United Water has no input or impact on the rates we charge,” Barra said.

In April, the borough voted to accept a $590,000 bid from United Water to manage its water system for five years. The move is expected to save the borough about $193,000 per year, Barra has said.

Allendale has spent more than a year exploring changes to the management of its water system. It received three bids: United Water’s $590,000 offer, a Ridgewood Water bid for $970,000 and one from Newark Water for $1,018,190.

ALLENDALE — The council plans to vote today on a draft contract that would privatize the operation of its water system. The contract, if approved at today’s special meeting, would go before the public at the council’s March 28 meeting.

The contract awards the job of managing the water system to United Water, the low bidder for the job, at a rate of $590,000 per year for five years. The payment to the utility could increase annually based upon the average of two commonly used inflation indices, Mayor Vince Barra said.

The special meeting was called because the draft contract was not ready for the council’s Feb. 28 meeting. A vote is needed in time for the council to issue a public notice 14 days before its March 28 meeting, when the public hearing on the contract would be held, he said.

The privatization is expected to save the borough about $193,000 per year, which will be used to stabilize water rates, Barra said.

ALLENDALE — Faced with rising costs to meet state drinking-water standards and upgrade its old pipes, the borough plans to contract out the operation of its municipal water system to a larger company.

The move reflects a growing trend nationally, as cash-strapped local governments look to save money by hiring large water companies that have the economies of scale to run their water systems and bring down costs.

“Regulations are becoming very stringent, and it’s difficult for a small water department like ours to keep up with all the testing and other requirements. It’s getting more and more costly,” Mayor Vince Barra said Wednesday.

After Congress passed the Safe Drinking Water Act in 1974, the initial regulations covered no more than a handful of pages. Today, they cover some 300 — not including the manuals issued to help interpret those rules, said Howard J. Woods Jr., a private water-industry consultant. Technology to identify contaminants in water has leapfrogged since the mid-1970s.

“The business of operating a water system continues to grow more complex,” said Woods. “Small water systems are really going to be challenged to keep up, and that costs a lot of money and requires a lot of expertise.”
