Tr5enton NJ, a significant change in New Jersey election law has increased the number of petition signatures required for candidates to qualify for the ballot. Governor Phil Murphy recently signed A-5117/S-3994 into law, modifying the signature requirements for candidates seeking placement on primary, general, nonpartisan municipal, and school election ballots.

When Does the New Law Take Effect?

The law officially went into effect on February 3, 2025, but it is retroactive to January 1, 2025. This means that all candidates running for office in 2025 must comply with the updated petition signature requirements.

Changes for 2025 New Jersey Primary Election Candidates

Candidates seeking a party nomination in the New Jersey Primary Election on June 10, 2025, must now gather the following number of petition signatures:

  • Governor Candidates: A minimum of 2,500 signatures from qualified registered New Jersey voters.
  • General Assembly Candidates: A minimum of 250 signatures from qualified registered voters within their respective legislative district.

Candidates may still use petition forms issued before January 2025, as long as they meet the updated signature requirements outlined in A-5117/S-3994. The law explicitly states that using older forms will not be a valid reason for challenging a petition’s legitimacy.

Changes for Independent Candidates in the 2025 General Election

Independent candidates filing for the New Jersey General Election on November 4, 2025, must adhere to the following new petition signature requirements:

  • Governor Candidates: A minimum of 2,000 signatures from qualified registered New Jersey voters.
  • General Assembly Candidates: A minimum of 250 signatures from qualified registered voters within their legislative district.

What This Means for New Jersey Candidates

These changes reflect an effort to standardize and strengthen the candidate qualification process in New Jersey. Candidates planning to run in 2025 should ensure they meet the new signature thresholds to avoid disqualification.
