WASHINGTON, D.C. — In the largest release of CIA analysis related to the September 11, 2001, terrorist attacks, newly declassified intelligence documents show that the U.S. government received explicit, repeated warnings about Osama bin Laden’s intentions to strike inside the United States—including threats involving hijacked aircraft—years before the tragedy occurred.

Released to mark the 25th anniversary of the attacks, the tranche of 71 partially redacted documents (69 made public for the first time) details intelligence briefed directly to senior officials across two presidential administrations.

Key Warnings Delivered to the White House

The released President’s Daily Briefs (PDBs) and CIA threat reports show a clear pattern of strategic warnings provided to both the Clinton and Bush administrations:

• 1998 Warning of Planes Used as Weapons: As early as September 10, 1998, a report titled “Bin Laden’s Location and Intentions” warned top national security advisers that Osama bin Laden planned to strike an American city using an “explosive-laden plane,” with his focus set on Washington, D.C.

• 18 Briefings in 2001 Alone: During the George W. Bush administration, intelligence regarding bin Laden was included in at least 18 different PDBs in 2001—seven of which were delivered in July and August immediately preceding the attacks.

• Pre-9/11 Escalation: Briefings from July 2001 described the postponement of an “expected imminent” al-Qaeda operation, warning that near-term attack preparations remained active.

Intelligence vs. Action: The Debate Reignited

While the newly public documents do not alter the broader understanding of the intelligence failures preceding 9/11, they add significant granularity to how warnings were delivered and evaluated.

Former acting CIA Director Michael Morell noted that the papers demonstrate the CIA provided “long and loud strategic warnings” to the White House. However, pre-9/11 counterterrorism efforts faced structural hurdles: intelligence reports were often spotty, lacked actionable details regarding precise timing or targets, and faced resistance from policymakers hesitant to act without specific operational data.

CIA Director John Ratcliffe described the disclosure as “an act of exceptional transparency” honoring the victims of September 11 and the intelligence officers who served in the war on terror.
