Democrats Donors Get Paid When Bergen County Improvement Authority Borrows Money

Since 2015, when Democrats retook control of the county executive seat and the Freeholder Board, 18 firms have been paid more than $20,000 in fees from no-bid contracts when the Bergen County Improvement Authority has issued bonds, according to a review of BCIA records and campaign finance reports by NorthJersey.com.

The firms and their directors and partners have contributed at least $3.2 million to state, county and local office-seekers in New Jersey in the last decade, with $2.5 million going to Democrats, the records show. The same group of BCIA vendors gave Republicans $454,389 during that time period.Of the 18 companies, 14 gave 80% or more of their donations to Democrats, and only one, consultant Ponder & Co., doesn’t show up at all on campaign finance reports.

When the GOP controlled the county executive seat and the Freeholder Board in 2011 and 2012, the BCIA worked with many of the same firms but spread the wealth around a bit more, approving contracts with Republican-linked firms like Wolff & Samson and Bruinooge and Associates.

The Bergen County Improvement Authority or BCIA ,was formed in 1986. The argument in favor of its creation: Taxpayers would save money if municipalities could fund projects with money borrowed using the county’s AAA bond rating.The BCIA is governed by five commissioners who are appointed by Bergen County freeholders and meet monthly on Thursdays at 4 p.m. in a county building in Paramus.

Four of the five current BCIA commissioners are registered Democrats and were appointed by a Democratically controlled Freeholder Board. Three were appointed since County Executive Jim Tedesco, a Democrat, took office in 2015.
