Kickbacks in the Park: Facing 20 Years: Ex-NJ Official Pleads Guilty in Million-Dollar Honest Services Fraud Case

Bayonne NJ, A major public corruption investigation in North Jersey has culminated in another high-profile guilty plea.

Democrat Russell Fallacara, the 59-year-old former Director of the Hudson County Parks Department and resident of Bayonne, officially pleaded guilty before U.S. District Judge Claire C. Cecchi to an Information charging him with conspiracy to commit honest services fraud.

The plea details a sweeping, multi-year scheme that traded lucrative public county contracts for massive cash payouts and luxury home upgrades.

Inside the $1.5 Million Bribery & Kickback Scheme

According to federal court documents and statements made during the proceedings, the conspiracy spanned from 2019 through 2024. At the center of the operation was local business owner William A. Murray.

In order to secure valuable Hudson County Parks Department projects—ranging from general contracting and paving to landscape maintenance—Murray systematically bribed county officials. The investigation revealed that Fallacara alone pocketed over $400,000 in cash bribes and illicit kickbacks.

However, the currency of choice wasn’t just cash. The conspiracy also involved Murray providing:

  • Free home repairs for county officials

  • Extensive, complimentary home renovations

In exchange for these kickbacks, Fallacara and his predecessor used their official power as Parks Department Directors to steer and approve lucrative county contracts straight to Murray’s business.

A Growing Web of Corruption

Fallacara is not the first domino to fall in this long-running investigation. A web of co-conspirators has already admitted guilt in federal court earlier this year:

  • Thomas DeLeo: The former Parks Department Director pleaded guilty on March 3, 2026, to conspiracy to commit honest services fraud and money laundering.

  • William A. Murray: The contractor behind the payouts pleaded guilty on March 17, 2026, to conspiracy to commit honest services fraud.

What Happens Next?

The honest services fraud charge carries a heavy price tag. Fallacara now faces a maximum penalty of 20 years in federal prison.

United States Attorney Robert Frazer commended the extensive joint investigation led by special agents of the FBI’s Newark Field Office under Special Agent in Charge Stefanie Roddy, alongside the U.S. Department of Labor’s Office of Inspector General under Inspector General Anthony D’Esposito.

The government’s case is being prosecuted by Assistant U.S. Attorneys Francesca Liquori and Jason Goldberg of the U.S. Attorney’s Office in Newark.
