Late Rep. Donald Payne Jr. Wins Democratic Nomination Posthumously

Newark NJ, for years critics have complained dead people were voting in New Jersey ,now they are winning elections. The late Rep. Donald Payne Jr. (D-N.J.) who died on April 6th secured the Democratic nomination for another term in the House on Tuesday, despite his passing weeks earlier.

The Circumstances

Rep. Payne Jr. who served for  12 years in the US House of Representative tragically passed away in April due to a heart attack related to complications from diabetes. However, by the time of his death, the ballot for New Jersey’s primary elections had already been set. Running unopposed in the Democratic primary for New Jersey’s 10th Congressional District, Payne Jr. posthumously won the nomination.

Special Election Arrangements

To address the vacancy for the remainder of Payne’s current term, Gov. Phil Murphy (D) has scheduled a special election. The primary for this election will take place next month, followed by the general election in September. The winner will serve the final few months of Payne’s term.

Selecting the Democratic Nominee

Looking ahead to the November general election, state law mandates that members of the party county committees within the district select the Democratic nominee. The 10th District encompasses Essex, Hudson, and Union counties. Therefore, the county chairs from these areas will convene a meeting for committee members to choose a candidate by late August.

This convention could occur after the special primary, allowing members the option to select the primary winner to complete Payne’s term. However, they are not obligated to make this choice.

Political Landscape

Given the 10th District’s strong Democratic leaning, the winner of the upcoming special primary and the convention’s chosen candidate for the next term are almost certain to win the general elections in September and November, respectively.

Payne’s Legacy

Rep. Donald Payne Jr. had represented the district since 2012, succeeding his father, former Rep. Donald Payne Sr. (D), after his death from colon cancer. The elder Payne was notable for being the first Black American to represent New Jersey in Congress, leaving a legacy continued by his son.
