Mahwah Nj, in a collaborative undercover investigation led by the FBI and New York State Police, a Bergen County man and six others have been charged in connection with child exploitation crimes. The operation, named the “Undercover Child Exploitation Detail,” took place in Wallkill, New York, and resulted in the arrest of Dimitriy Smolskiy Jr., 31, of Mahwah, New Jersey, among others.

Smolskiy was charged with public lewdness and was issued a court summons, according to the joint statement from the FBI and New York State Police. Specific details regarding the nature of the charges were not disclosed.

Operation Targets Online Child Exploitation

The operation spanned several days, during which undercover FBI agents and state investigators infiltrated online platforms frequently used for child exploitation and trafficking. Using advanced cyber tactics, law enforcement officials were able to identify individuals attempting to exploit vulnerable children online and meet them in person.

The operation led to the arrest of seven individuals, who were charged with a range of offenses, from public lewdness to attempted rape and child endangerment. The arrested individuals include:

  • Rafael Rosas Martinez, 38, of Highland Mills, NY: Charged with attempted rape and attempted endangering the welfare of a child.
  • Steven M. Masnaghetti, 37, of Newton, NJ: Charged with attempted rape and attempted endangering the welfare of a child.
  • Moises Ortega, 37, of New Windsor, NY: Charged with attempted rape and attempted endangering the welfare of a child.
  • Omar Palma-Santos, 36, of Middletown, NY: Charged with attempted rape and attempted endangering the welfare of a child.
  • Kervin Constant, 56, of Middletown, NY: Charged with attempted dissemination of indecent material to minors and attempted rape.
  • David Fisher Jr., 44, of Mountainville, NY: Charged with attempted rape and attempted endangering the welfare of a child.

Ongoing Efforts to Combat Child Exploitation

Authorities emphasized that the investigation is ongoing and that historical investigations will continue into each of the arrested individuals. In their release, the FBI and New York State Police urged the public to stay vigilant and report any suspicious activity related to child exploitation.

The agencies plan to continue conducting similar operations to protect communities and safeguard children from exploitation.
