New Jersey’s “FIFA” Bill: Assemblyman Barlas Demands Transparency for Major Event Deals

East Rutherford NJ, When New Jersey commits millions in taxpayer resources to host global events like the FIFA World Cup, who is checking the fine print? Assemblyman Al Barlas (R-Essex) says it’s time for the “backroom deals” to end.

On Monday, Barlas introduced Bill A5011, a strategic legislative move designed to ensure that the public and elected officials have a front-row seat to the negotiations of major state-sponsored attractions.

The Commission on Fiscal Integrity for Future Attractions (FIFA)

In a nod to the upcoming World Cup games at MetLife Stadium, the proposed five-member commission—appropriately acronymized as FIFA—would be tasked with the public review and final approval of agreements for major events.

Who would sit on the commission?

The board would consist of New Jersey’s top power players:

  • The Governor

  • The Senate President

  • The Assembly Speaker

  • The Senate Minority Leader

  • The Assembly Minority Leader

By including leadership from both parties, the bill aims to transform unilateral executive decisions into a transparent, bipartisan process.

“Transparency Shouldn’t Be Revolutionary”

The push for this legislation follows growing concerns regarding the fiscal impact of the NY/NJ FIFA World Cup host agreement. Critics argue that the current process leaves taxpayers in the dark about the true costs of transportation, policing, and infrastructure upgrades.

“This isn’t complicated,” said Assemblyman Barlas. “If you’re going to commit New Jersey’s resources, the people’s elected representatives should know about it on the front end. Crazy idea, I know.”

Under Bill A5011, any agreement, modification, or supplement to a major event contract would require a majority vote from the commission to move forward.

Protecting New Jersey’s Budget and Resources

Major events bring prestige, but they also bring significant logistical hurdles. The commission would be required to hold public meetings to evaluate impacts on:

  • Public Safety: Police, Fire, and EMS requirements.

  • Transportation: Increased pressure on NJ Transit and local roadways.

  • Infrastructure: Long-term wear and tear on state facilities.

  • The State Budget: Ensuring the “return on investment” actually benefits New Jerseyans.

“Events that draw global attention have fiscal and practical impacts on the lives of New Jerseyans that warrant inspection,” Barlas added.

What’s Next for Bill A5011?

As New Jersey prepares for a wave of high-profile events over the next several years, the “FIFA” bill sets the stage for a heated debate over executive power versus legislative oversight. For Barlas and his colleagues, the goal is simple: ensure that “World Class” events don’t lead to “World Class” debt for the taxpayers.
