NJ Homeland Security issues terror preparedness warning for malls and shopping centers

Ridgewood NJ, After foreign terrorist calls to attack shopping malls in the West, which has been circulating in propaganda since 2015, the Limbecker Platz mall in the western German city of Essen closed on March 11. Two men were arrested after German police received a tip that ISIS contacted followers in Germany to attack the mall—the second terror plot against malls in the country since December 2016.

In December 2016, German police arrested two Kosovar brothers allegedly plotting to attack CentrO mall in Oberhausen, the largest mall in Europe. The brothers were later released due to a lack of evidence.

In September 2016, Dahir Adan attacked and wounded 20 people with a knife at the Crossroads Center shopping mall in St. Cloud, Minnesota. ISIS claimed responsibility for the attack.

While there are no specific or credible threats to New Jersey, NJOHSP encourages mall owners and operators to consider the following risk mitigation measures:

Increase presence of security personnel to deter and prevent an attack. Visible uniformed security personnel at public entrances and on patrol throughout the facility can deter attacks, while non-uniformed security personnel can monitor mall staff and customers for suspicious behavior.

Control non-public access points and restricted areas. Mall owners should regulate access to non-public entrances via secure locking mechanisms, and they should use video surveillance to monitor all entrances and restricted areas for suspicious behavior and unauthorized access.

Train mall employees and security personnel on active shooter response. All full- and part-time employees should receive active shooter training during new-hire orientation. Active shooter response plans should be exercised with staff and security personnel quarterly.

Educate mall staff and customers on how to detect and report suspicious activity. Mall owners should develop an awareness campaign focused on indicators of suspicious behavior and terrorist surveillance. Information should include See Something, Say Something materials for display throughout facilities.

NJ teacher loses license after trying to sell weapons to terrorists

A New York man serving 15 years for selling weapons he believed would be sent to terrorists overseas will not have his New Jersey teaching certificates waiting for him when he is released.

Theophilis “Mike” Burroughs, of Newark, was sentenced in 2015 after being convicted of first-degree criminal sale of a firearm, money laundering and tax fraud.

Robert Johnson, the Bronx district attorney at the time, said Burroughs had agreed to sell 13 weapons including assault rifles and hand guns, and had also bought 27,000 cartons of what he believed were untaxed cigarettes during exchanges with undercover officers. In addition to the weapons, he also had offered to sell explosives, night-vision goggles and illegal drugs.

Johnson said Burroughs believed the officers he was dealing with were connected to the terrorist organization Hamas, and had expressed support for them and other terror groups.

“It is particularly disturbing when someone who is tasked with educating our young commits crimes,” Johnson said at the time. “It is more disturbing that he did so complicit in the belief he was promoting terrorism

NJ Department of Homeland Security Issues Weaponized Drone Warning

Ridgewood NJ, in a March 6th warning the NJ Department of Homeland Security “ISIS: Weaponizing UAVs” warns over the possible use of  Weaponized Drones.

In the warning, NJDHS says, “The Islamic State of Iraq and Syria (ISIS) will likely continue refining its unmanned aerial vehicle (UAV) capabilities and touting successes as proofs of concept for future operations. Since February, ISIS claims it has conducted approximately 80 UAV attacks in Iraq and Syria, killing approximately 40 and injuring 100. The UAVs are primarily quadcopters, which can be easily purchased online and customized to drop small explosive munitions.

ISIS has conducted surveillance with commercial drones since 2014, according to West Point’s Combating Terrorism Center, and the group has advanced its UAV program by experimenting with weaponization in 2015-16 and industrializing the drone production this year.”

ISIS is posting videos ,on January 24, ISIS released the video “Knights of the Dawawin,” showing militants using a Chinese Skywalker X8 drone and dropping explosives on US-led coalition forces and armored vehicles.

And now instructions are in English. Recent ISIS English-language propaganda provides operational “how-to” guides intended to inspire homegrown violent extremists (HVEs) in the United States—an avenue the group will likely expand to weaponized drones. In November 2016, ISIS released a guide outlining effective methods for carrying out vehicular assaults, which resulted in HVE Mohammed Naji plotting to use a truck to target the Macy’s Thanksgiving Parade in New York City.

On February 1, ISIS released an image called the “Islamic State Nightmare,” featuring fighters preparing to launch a UAV over an image of the Statue of Liberty.

Ridgewood NJ, Main/Bergen and Port Jervis line service has resumed in both directions, following earlier police activity near Ridgewood station.

NJT reports ,”trains are now delayed up to 60 minutes in both directions. NJT bus and private carries are still accepting rail tickets and passes system wide.”

Train service on NJ Transit’s Bergen and Main Lines was halted through the RIdgewood Station for over one (1) hour on Thursday morning, 09/22 as a result of a suspicious package found near or under a bench on the station’s center platform. Pedestrian & motor vehicle traffic was restricted within a 1000 foot perimeter of the affected bench. Train service and pedestrian & motor vehicle traffic resumed after the package was inspected and cleared by members of the Bergen County Sheriff’s Office Bomb Squad. Ridgewood PD and NJ Transit PD officers provided motor vehicle traffic and crowd control throughout the incident.

Ridgewood NJ, Rep. Scott Garrett (NJ-05) issued the following statement after the House passed H.R. 5859, the Community Counterterrorism Preparedness Act, a bill that Garrett co-sponsored and supported:

“With bombs detonating in New Jersey and New York this week, the first line of defense against terrorism continues to be police officers, firefighters, and emergency medical services professionals. To better prepare these men and women on the front lines,tonight the House passed the Community Counterterrorism Preparedness Act, a bill that I co-sponsored and supported, that will provide additional training for emergency responders to prevent or respond to terrorist attacks in high risk areas like New Jersey and New York.”

Key points of the Community Counterterrorism Preparedness Act include (courtesy of the Homeland Security Committee):

  • The bill authorizes $39 million for emergency response providers in major metropolitan areas to conduct training and exercises to prevent, prepare for, and respond to the most likely terrorist attack scenarios, including active shooters.
  • Eligible recipients include emergency response providers, including law enforcement, fire fighters, EMS, and emergency management in any jurisdiction that currently receives Urban Area Security Initiative (UASI) funding and any jurisdiction that previously received UASI funding.

The New York bombing suspect said that he had received instructions from “terrorist leaders… to attack non-believers where they live”, as he was charged on Tuesday night with the use of weapons of mass destruction.

Ahmad Khan Rahami’s journal revealed that he accused the US of slaughtering Islamist fighters in Afghanistan, Iraq, Syria and the Palestinian territories.

The document ends: “The sounds of the bombs will be heard in the streets. Gun shots to your police. Death To Your OPPRESSION.”

State Department spokesman John Kirby acknowledged Wednesday that Islamic State terrorists are trying to mingle with refugee populations overseas in the hopes of making it to the U.S. posing as a refugee.

“I wouldn’t debate the fact that there’s the potential for ISIS terrorists to try to insert themselves, and we see that in some of the refugee camps in Jordan and in Turkey, where they try to insert themselves into the population,” Kirby said on “Fox and Friends.”

Ridgewood NJ, A key suspect in the NYC bombing that injured 29 people has been arrested after a dramatic manhunt by US law enforcement agencies,.

Police named 28-year-old Ahmad Khan Rahami as a prime suspect in an explosion in Manhattan over the weekend.

Earlier today, The FBI issued a wanted poster seeking information and warning that Rahami should be considered “armed and dangerous”.

The arrest came around 11am local time after a standoff with police, according to media reports. At least one officer is believed to have been injured in the arrest.

FBI agents arrested five men who may be connected to Saturday’s bombing in Chelsea after stopping their car in Brooklyn, sources said.

The men were heading over the Verrazano Bridge from Staten Island when they were stopped Sunday night.

Sources said the FBI suspected the men may have had a role in the bombing and were questioning them at the FBI headquarters in Manhattan.

It is believed the men, who live in New Jersey, were heading to the airport when they were busted.

Explosive device detonates near Elizabeth train station

ELIZABETH — An explosive device in a backpack detonated near the Elizabeth train station early Monday as authorities were using a bomb robot to examine the item, officials said.

The blast occurred around 12:40 a.m. near Morris Avenue and Julian Place. The explosion was not a controlled blast, but happened as the robot was cutting the device, according to Mayor Christian Bollwage. No one was injured in the blast, Bollwage said.

Authorities found five devices inside a single backpack near the train station, including one that went off. After the explosion, press and bystanders were moved back because the other explosive devices inside of the backpack were believed to still be live, Bollwage said. As of 4 a.m., no other explosions were heard.

On Twitter, the FBI’s Newark division said “multiple improvised explosive devices” were found near the train station.

The incident unfolded after two men found the backpack in a waste basket on North Broad Street and Julian Place around 9:30 p.m. Sunday, the mayor said.

Supporters of the Islamic State rushed to celebrate Saturday night’s powerful explosion in New York’s Chelsea neighborhood that injured at least 29 people, even as no group or individual has been arrested or claimed responsibility.

“The lions of the Caliphate roar in New York, we cause you pain inside your house, the carrier of the Cross,” wrote one Twitter user who went by the name “I am ISIS, come and block me.” The account was soon suspended. Another, called “The Lone Wolves,” tweeted with the Arabic hashtag #ExplosionManhattanNewYork “Oh God burn America, take revenge in the name of your oppressed slaves and believers’ blood.”

Others tweeted about “good tidings that keep coming” from New York, and one user affiliated with al-Qaeda in Syria tweeted: “Oh God go against America, the head of infidels. Oh God, count them and kill them one by one, and do not spare anyone of them.”

The hashtag #ExplosionManhattanNewYork was popular among other Arab users, mostly from Saudi Arabia, who don’t seem to be affiliated with terror groups but still criticized America, Vocativ found. One user said “ISIS is an American product, their goods come back to them.” Anotherwrote: “This is all your doing Mister Obama, you are the reason for the spread of ISIS in the region. I wish you would listen to the words of King Abdallah and his warning for the Arabs from ISIS.”

Dumpster bomb rocks Chelsea, injuring 29; second device found nearby

A “deafening’’ explosion rocked Chelsea Saturday night, injuring 29 people, blowing out scores of windows and forcing the evacuation of at least two buildings.

The blast went off in a 4-by-4-by-3-foot construction Dumpster outside the Townhouse Inn of Chelsea at 131 W. 23d St.

Mayor de Blasio called the explosion an “intentional act,’’ but not believed to be connected to terrorism.

But tensions only rose when, three hours after the blast, a second device was found four blocks away — a pressure cooker that an early investigation found was likely also a bomb.

“The bomb squad believes it’s real,” a police source with knowledge of the investigation told The Post of that second device,  found at 27th Street between Sixth and Seventh avenues. The cooker was safely removed from the scene by NYPD.

Fifteen years ago this Sunday, nearly 3,000 Americans were killed in the deadliest attack on the U.S. homeland in our history. A decade and a half later, we remain at war with Islamic terrorists. Winning this war will require an effort of greater scale and commitment than anything we have seen since World War II, calling on every element of our national power.

Defeating our enemies has been made significantly more difficult by the policies ofBarack Obama. No American president has done more to weaken the U.S., hobble our defenses or aid our adversaries.

President Obama has been more dedicated to reducing America’s power than to defeating our enemies. He has enhanced the abilities, reach and finances of our adversaries, including the world’s leading state sponsor of terror, at the expense of our allies and our own national security. He has overseen a decline of our own military capabilities as our adversaries’ strength has grown.

15 years later, Americans feel more vulnerable to terrorism

In the 15 years since planes crashed into the Twin Towers and Pentagon, the United States has spent hundreds of billions of dollars to beef up its domestic security, chased terrorists across two different continents and undertaken the longest war in its history.

Yet for all of its efforts, Americans today feel that they are as or more vulnerable to terrorism than ever.

According to a Pew survey released this week, fully 71 percent of the country says that terrorists’ ability to launch a major attack on the U.S. is as great or greater than it was 15 years ago. Forty percent of the public says the chances of a major attack are higher than they were around 9/11.

The numbers have actually increased since August 2002, less than a year after the Sept. 11, 2001, attacks.

Then, a Pew poll found that just 61 percent of the public thought the chances of a similar attack were the same or greater than on Sept. 11. Twenty-two percent thought the odds had increased.

Despite the public’s concern, Islamic extremists have failed to carry out a major coordinated attack on U.S. soil since 2001.
