Ridgewood NJ, During Wednesday evening’s Ridgewood Village Council Work Session, Village Manager Roberta Sonenfeld made an extremely surprising announcement –
Land acquired by the Village using Green Acres funds was subsequently sold in 1982, yes 32 years ago, for purposes of creating a low/moderate income housing development. The sale of property acquired with the assistance of Green Acres funds is prohibited by law, with few exceptions, and without the prior approval of State of NJ Department of Environmental (NJDEP) officials.
The property in question is located on the west side of South Broad Street, between Edwards Street and Highwood Avenue. Prior to its sale, it served as a public park – there was playground equipment and a partially covered pavilion on the property. A long time South Broad Street property owner recalls the park being closed at the request of neighbors because it had become a magnet for drug activity in the area.
The partially covered pavilion was dismantled and placed into storage; it was subsequently reconstructed at Graydon Pool near the snack bar and patio area and is still in place there. The playground equipment, swings and seesaws, was likely discarded after being dismantled.
NJDEP officials recently contacted the Village after an audit revealed a disconnect between the Village’s inventory of open space and the State of NJ’s open space records. Restitution for the unlawful disposition of Green Acres acquired property is now expected in the form of purchasing additional open space – in a 5 to 1 ratio – that is, 5 times more open space must be acquired than was sold. Additionally, the new property must be outfitted with essentially the same amenities – it has to be a playground with a partially covered sitting area.
Ms. Sonenfeld indicated that Village officials are currently negotiating the purchase of property in connection with the State’s mandate to make restitution. In all likelihood, two (2) parcels will be purchased to meet the “5 to 1 ratio” requirement. No information was publicly provided at the Council Work Session as to the location of parcels targeted for purchase.

RIDGEWOOD — A battle over the capital budget could stall an effort by the new manager to pave more than 30 roads in the village.
The council last week voted 3-2 to introduce a $1.5 million bond ordinance at Wednesday’s meeting that will need at least four votes to pass.
Similarly, the village’s capital budget needs four votes for approval. It remains in flux following last month’s 3-2 split.
The capital budget had called for $1.5 million for paving, but Village Manager Roberta Sonenfeld pulled it from the annual spending plan, opting instead to introduce it for separate consideration by the council.
Last week’s meeting served as a prelude to the council’s upcoming work session on Wednesday, with Councilman Thomas Riche and Councilwoman Bernadette Walsh casting the opposing votes.
Both Riche and Walsh recently voted against the introduction of the municipal budget, which proposes to keep taxes flat for a second straight year.
After last week’s vote, Mayor Paul Aronsohn halted the meeting to ask Riche and Walsh — both outgoing council members — if the governing body “will move forward with” the paving plan when it votes on the measure in less than two weeks.
Riche said he would “go over the facts” first, then share his decision on Wednesday, while Walsh opposed Sonenfeld’s tactic, saying “you can’t take a group of things and then, to try to make it pass, start pulling things out so they are approved.”

RIDGEWOOD — Officials hope to conduct a complete forensic analysis of the village’s financials before the June sentencing of a former employee who recently admitted stealing $460,000 in parking meter quarters.
At the council’s meeting Wednesday night, Village Manager Roberta Sonenfeld explained that she had met with representatives from the Joint Insurance Fund, which she said would fund the audit.
“We’d like to get this done in the next two weeks,” Sonenfeld said.
An independent review of the method by which the village manages its parking meter revenues will also be undertaken, she added.
That, Sonenfeld said, would be paid for by the village.
The results from both analyses, Sonenfeld noted, could serve to guide village officials as they mull what future actions to take to prevent theft.
Last month, Thomas Rica admitted taking handfuls of quarters out of the parking meter coin storage room in Village Hall.

Readers debate value of Municipal Experience for a Village Manager
The bigger issue is that this candidate seems to be not qualified to run a large town like Ridgewood. She has no experience as a Boro Manager and zero experience in government. Its clear she is just someones friend. While she may have lots of friends, that is not the best reason to hire anyone. How about qualifications? What about all of the nearly 100 other resumes that were sent it. Does she have a B.A. or CFO liscense? What does the state of NJ require all the certifications, when the town hires a well known volunteer. Being a Officer at Deutsche Bank is not a true qualification. Also what is her current paid position. There seems to be more qualified people out there. Why the sudden rush?
Please let’s all just give our new VM a chance. Who cares whether she does not have Municipal experience. What we need is a strong professional manager who has managed large numbers of people and large budgets. Roberta has done both…..and from what I hear she has done both very successfully. With her Wall St background she knows how to push and push hard to bring much needed fiscal reform to the Village. As a strong executive in my hunch is she will do what all senior exec’s do in the private sector……..namely she will want to build her own management team. In the not too distant future I predict you will see a wave of “retirements” among current Village Department Heads. You can’t have change until you change those who are resistant to change.
