House Intelligence Chairman Devin Nunes declared Wednesday that members of Donald Trump’s transition team, possibly including Trump himself, were under inadvertent surveillance following November’s presidential election.
The White House and Trump’s allies immediately seized on the statement as vindication of the president’s much-maligned claim that former President Barack Obama wiretapped Trump Tower phones — even though Nunes himself said that’s not what his new information shows.

Trump staff talking with individuals who were being surveiled. What could they possibly be talking about?
so the FBI lied when they said there was no surveillance?
Let’s say you are actively monitoring all communications by Person A, and capture a conversation between Person A and Person B. Does that mean Person B was “under surveillance”? No! It’s called incidental capture. Person A was the one under surveillance, not Person B.

So capturing conversations between someone under surveillance (Person A) and a Trump staff member (Person B) is completely consistent with FBI saying that Trump staff (Person B) were not under surveillance.
