Paramus Borough Council Introduces New Positions to Enhance Tree and Park Maintenance

Paramus NJ, the Paramus Borough Council has introduced an ordinance to create the positions of superintendent and assistant superintendent to oversee the borough’s extensive tree population and maintain its 18 parks. This initiative aims to enhance the management and upkeep of these vital community resources.

Ordinance Details

The amended ordinance, which passed its first reading on July 24, outlines the responsibilities of the new positions. According to the borough website, the Shade Tree & Parks Commission currently maintains over 33,000 street trees. The creation of these roles is expected to bolster the department’s capacity to manage this significant task effectively.

Municipal Nursery and Park Maintenance

The Shade Tree & Parks Commission operates a self-sustaining municipal nursery, enabling the borough to grow and plant street trees at no cost to residents. The department also maintains Paramus’s 18 parks, which span over 105 acres. This includes preparing and maintaining all athletic fields for various sports and the grounds of 17 other borough buildings.

Winter Maintenance Responsibilities

During winter, the Shade Tree & Parks employees are tasked with clearing 23,300 feet of sidewalks adjacent to borough properties and over 480 steps along Route 4 and Route 17 overpasses leading to highway bus stops. This effort covers more than 4 miles of sidewalks, equivalent to over 2 acres. The department also plows borough parking lots during snow and ice events.

Building Permit and Landscaping Oversight

The Shade Tree & Parks Commission reviews all building permit applications for tree preservation or street tree planting deposits. For commercial properties seeking Planning Board or Zoning Board approval, the commission evaluates landscape plans for compliance with Paramus’s Land Use Code and submits reports to the relevant board.

Each building application, along with curb cut applications, requires at least two site visits. The first visit assesses tree planting, existing site conditions, and tree preservation requirements, while the second visit confirms that all requirements have been met before issuing a certificate of occupancy.

Planning and Development

The commission includes a Landscape Architect who, alongside the Superintendent, plans and prepares all landscape and recreational development for Paramus Borough Parks and Properties. This collaborative effort ensures that the borough’s green spaces are well-maintained and continue to enhance the community’s quality of life.
