You are comparing differnt facts and different years. It is difficult to draw any conclusion other then the cost of different things have gone up. So has the price of milk.
If the conclusion is meant to be that school taxes have gone up less than home prices, it’s comparing apples and oranges. The comparison is irrelevant.
What they did not show was the 1978 school population vs current day. The BOE keeps saying how large an increase there has been in enrollment over the past few years as an excuse fir continuous expansions,but it is nowhere near the baby boom peak.
Also the school cost data most noticeably excludes debt service, which is not insignificant.
