Trenton NJ, As New Jersey grapples with a surging demand for electricity and a strained regional grid, state lawmakers are looking toward the atom to secure the future.

The Assembly Telecommunications and Utilities Committee recently moved Bill A4528 forward—a pivotal piece of legislation that could pave the way for a new generation of nuclear energy in the Garden State. Sponsored by Assemblymen Cody Miller, Wayne P. DeAngelo, and Jerry Walker, the bill aims to modernize how New Jersey reviews and permits nuclear facilities to meet 21st-century needs.

Modernizing the Path to Clean Energy

The proposed legislation seeks to cut through decades-old bureaucratic red tape by updating two key areas of state oversight:

  • Permit Flexibility (CAFRA): The bill modifies the Coastal Area Facility Review Act (CAFRA). This allows high-tech nuclear energy facilities to be officially considered under New Jersey’s environmental review process—a major shift in the state’s energy strategy.

  • Safety & Waste Oversight: The Commissioner of the NJ Department of Environmental Protection (DEP) would gain the authority to ensure that any new facility’s waste disposal methods meet the rigorous safety standards set by the U.S. Nuclear Regulatory Commission (NRC).

Why Nuclear, Why Now?

Since the 2018 shutdown of Oyster Creek—the nation’s oldest operating reactor—New Jersey’s nuclear output has dropped. However, lawmakers argue that today’s “Advanced Nuclear Reactors” are a completely different breed of technology.

“As our state confronts rising energy demand and increasing costs for ratepayers, it is important that we keep every responsible energy option on the table,” said Assemblyman Cody Miller.

The benefits of advanced nuclear power include:

  1. Firm Baseload Power: Unlike wind or solar, nuclear provides 24/7 reliability, acting as the perfect partner to intermittent renewable sources.

  2. Economic Growth: These projects are massive job creators, promising high-paying roles and significant regional investment.

  3. Ratepayer Relief: By increasing local energy supply, the state can combat the record-high market prices currently driving up monthly utility bills for NJ families.

A Grid at the Breaking Point

The push for Bill A4528 comes at a critical time. New Jersey’s regional electric grid is seeing “record-high market-clearing capacity prices.” Simply put: demand is rising, new supply is constrained, and the costs are being passed directly to the consumer.

By integrating safer, smaller, and more efficient “Next-Gen” reactors, NJ aims to ensure energy security and affordability for decades to come.
