A ‘smart’ ordinance would be to allow homeowners to put out a hose and sprinkler as necessary.
I see lots of the homes with the ‘water smart’ signs watering whenever they want, rain or shine.
Those with automatic sprinkler systems ‘automatically’ CAUSE the water problems by watering unecessarily, thus putting a burden on the inferior water system we have.
Its not fair to discriminate against RESPONSIBLE homeowners who take the time to put out a hose and sprinkler as required.
Not all of us spend 7 days a week here so if we go away weekends we are limited to one day a week watering if we arent here sat or sunday

7:30 pm. Thursday night , neighbor’s “smart system” is manually over ridden and watering. She’s says she can water any time she wants to and does. Wonder what her bill looks like.
Everyone else hand waters with hose.
Unrestricted from midnight to 10 AM still means 70 hours a week. Everybody else is far more strictly limited. Elitist, unfair, and not working at all.
