Manner of Addressing Council
Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

20-92 Award Professional Services Contract – Administrative Agent for Affordable Housing – Appoints an Administrative Agent to oversee the affordable housing process in the Village of Ridgewood
20-93 Authorize Settlement Agreement – Zuck v. Ridgewood ($6,500) – Authorizes this payment for settlement of a lawsuit filed for a trip and fall accident
20-94 Authorize Modification to Interest Charged on Overdue Quarterly Water Billing Payments – Authorizes no interest to be charged on overdue bills from May 1, 2020 through August 1, 2020
20-95 Award Professional Services Contract – Emergency Operations Assistance and Professional Services for the Water Pollution Control Facility – Awards a Professional Services Contract to DeBlock Environmental Services, 16 Hugo Avenue, Woodland Park, NJ
20-96 Confirm Endorsement of Community Development Block Grant – West Bergen Mental Healthcare – Paving of Parking Lot at 120 Chestnut Street – Confirms endorsement of a $46,300 CDB grant. This resolution does not obligate the financial resources of the Village but will expedite the expenditure of Community Development funds.
